In theory if I were pap, I would want as many people to read my propaganda as possible. To maximise my outreach, I will do it FOC and provide free online platform also. Cost and losses are not an issue because taxpayers are paying for it. There is no ROE, ROA, P/E and share price to think about and I can now call this heaven.
