that's odd, and dangerous too, as inlinesix mentioned.

in most cars I know, the parking brake (aka hand brake) is applied to the rear wheels. Using it while the car is in forward motion may lead to the rear wheels locking up due to weight transfer forward and this will lengthen the stopping distance or cause the car to spin. There's a reason why the normal brakes are biased to the front brakes.

i'm also surprised the PHV driver had the presence of mind (if I can call it that) to try the hand brake for emergency stop. Perhaps it's not the first time....

He used the parking brake only towards the very end.... when very close to the car in front. Dont know if that's saving grace... =D
