actually does not the nature of the infection is such that someone with the disease goes to a low-risk country and stay there for some time. after that that country becomes high-risk because now the disease has spread. meantime the someone who is asymptomatic and spread to the low-risk country is now able to come to sg. that guy is still high risk.. because he can buy a fake cert.

Indeed this is true. Real life example, just look at the 2nd highest country with the mutant indian virus currently, which was low risk just a couple of weeks ago. Now they are having semi  lock down.
