65km on 60km road is it speeding?

Are u referring to the sniper on the bridge? Anyway speedo speed is not 100% exact  - there's about +/- 5km/h due to your rim size. So you could be doing between 60-70 actual speed.

Secondly, tolerance by TP is officially 10km/h so at the most you will get advisory letter if they really captured you doing 65 on a 60 road

No flash and nothing la, but please do something about your in-car camera - with 40% of the screen showing your dashboard, it's a waste of driving footage if you ever need it.

Prop it up on something to elevate the angle so there's more footage of the surroundings rather than your dashboard...

Errr… trick question? 65KMH on a 60KMH road, obviously is speeding…. I think your question is if you will receive a love letter / get fined….

How on earth will see flash on doppler radar system?

It's on the camera GPS speed. 

So should be close to actual speed..... 

Usually the buffer is about 10% for handheld, see if TP happy or not. 

Fixed location speed cam buffer is 15km/h on standard speedo.
