Was this near miss caused by negligence or inexperience?

Must be the eyes on the phone. When the peripheral vision saw something moved(the father & son) thought the traffic ahead is moving. So accelerate....w/o looking first.

If eyes is on the road this wont happen. Look at the phone somemore lo.

Base on my opinion, he has already stopped, he probably sleeping or slagging on something. Then the foot held lightly at his brake and slipped, then hit the accelerator pedal, the car then speed up and crashed.

He must be banned from driving cos this should not happen
