I remember there was immigration laws that permit employers to redeploy the workers to pay off their debt before being deported.

I know of a cleaning company who used to employ such workers thru immigration arrangement. The worker's daily wage is not provided to them but to the employer being owed. The workers were housed and meals provided. The cleaning company cleaned medical institution after office hours. 

So if the bus drivers prefer to doing hard labour work than driving a bus and having freedom, then I do not know what to say.
