These days when I see such scenes, I do a slow drive-by and roll down my windows and laugh out loudly so the whole street can hear (it's not illegal, so sue me. And there's no such thing as karma since I'm not the reckless one; they are!).

Just the other day, I saw 2 drivers stop in a heartland estate and get out for a "talk" after one guy rear-ended into the guy in front.
The speed limit there was 50km/hr - and there was no traffic at all as it was off-peak hours. I saw the scene, wondered for a split-second how tf this could have happened (HUH!?) but then something evil woke up inside of me... so I rolled by slowly, opened my windows, and laughed at the top of my lungs x3 times.

It was a really nice day. 🙂

Fair amount, rent a car and drive it like a PMD, be prepared to pay.
