To what I have read, it was announced by Deputy PM Heng Swee Kiat during Budget statement 2021, $113 million was set aside for rebates, however it was only for a one year period from 1/Aug 21-31 July 22.

The rebates  & additional Petrol Duty Rebates will be disbursed automatically to eligible recipients, he said . . .

EV Early Adoption Incentive (EEAI) is only available for fully electric vehicle, which is also known as Battery Electric Vehicle (BEV). Owners who register fully electric cars will receive a rebate of 45% off the Additional Registration Fees (ARF), capped at $20,000. Do note that with the rebate, owner will be getting $10K less for PARF rebate, so effective saving is just $10K net (without factoring interest cost).

However, do take note that BEV are also subjected to an additional flat component fee of $700/year (on top of road tax payable, from 2023), meaning the owner will be paying extra $7,000 over a 10 years period.

If you take into consideration of the taxes differences between a Plug-in Hybrid Vehicle (PHEV) and BEV, the actual difference is not that significant after all, provided that the car are priced reasonably, which is not quite the case in today motoring scene.
