Probably also justify another round of mass mobilization claiming Russia is under attack on russia soil.  To drum up the same morale for the Russian as the Ukraine volunteers.

He can’t do that without calling out his own lie that:

“The people have made their choice. An unequivocal choice … This is the will of millions of people,” Putin said, adding that the citizens of the four occupied regions would be part of Russia “forever”

So in terms of soil status it makes no difference if it’s Moscow or Luhansk, it’s all already Russia. They should use the angle that they attacked the capital of the great Russian empire, that would work much better. /s
