Actually it is quite grey when using the term 'excessive force ' in carrying out duties. When the rider could cause injury to others, is it still excessive or should let him knock down others then act?

What has yet to happen does not mean will not if you know it is likely right? The one facing that decision if fail to act will get the consequences again. Head you lose, tail you lost. 😂
