Because the Toyota plastic bumper design is one hollow pocket there, so without holes there "will be drag" - so he go and drill holes thinking it will allow air through the bottom go the vehicle and "decrease drag".

On jap cars bumpers are just for covering and decoration. Nothing beats the bumpers of the old w116.
