3. Beat minister in parliament seating until cannot seat by yandao speaker.

Personal view....No use, excuses will be given, not enough manpower, not priority, etc. When raise issues in parliament, someone will be there to defence the situation. Seldom or never we will hear, "Apologise, it is our lapse, we will put priority n look into it"... 

A serious accident involving a big shot needs to happen then those sitting in aircon room will press the panic button and prioritize this else who bothers, collect bonuses.
