Currently, govt income from COE is about 2bn - 3bn.

If all cat (except open CAT) is open to self-bidding, govt revenue might drop by approximately 1bn.

In grand scheme of things, it might be a lot as compared to govt revenue (76bn).

Only LTA/MoT will be unhappy.

Exactly. COE as a system to regulate vehicle population is pure and simple.
You want to address social inequalities - can do so in the form of rebates or subsidies outside the COE system e.g. taxi vouchers for mobility impaired who need to go hospital from time to time.

In Singapore unlike many big countries, car ownership does not offer a quantum leap in terms of convenience. It’s a want most of the time. And for that, you should pay the big bucks if you want it

I have been talking about COE bidding with Singpass for all CAT except (Open Cat)

Upfront, bidder needs to pay $20k for deposit.

Don't care how bidder fund COE

Better still must put in the whole bid amount. 

Premiums sure drop like stone!
