Actually Operating a Factory in Malaysia not really ''Cheap'',alot of Corrupt Officers ask for $$$$ when Hari Raya is coming,if Factory Manager or Boss don't give,the Officers will give the Factory a ''Tough'' ahead.

aiyoh... have you run a business there before. this is common practice. 

heck even the fire department act blur and slowly pull and fit the hoses, till my FIL neighbor paid to prevent his commercial unit from catching fire. then my FIL also had to grease the palms of the insurance people on the ground to write the report favorably so that one can claim insurance.
