Wrong approach. Should add 30 dollars after every 30 days of non payment. If more than 3 months, then impound the vehicle.

Those recalcitrants are not going to pay just becos there is a carrot. They are only scared of a BIG STICK.

I wouldnt even give 30 days.  Every 3 days of non payment after failed appeal add $30. Appeal period allowed 2weeks from serving the letter. 
 

KNS, those recalcitrants.  If not prompt, better dont drive

I think the idea is to get people to just pay instead of write in to appeal.
