As a businessman, I would have handled it differently. Besides the signs in the shop, at the point of billing, I would politely point to the customer that they have brought an outside bottle in, and that will be chargeable for future visits, but for this bill they will be waived due to their unawareness and my goodwill. I definitely do not want to lose a constant revenue stream for a mere $2. The customer would surely be happy with such a resolution too. Life moves on. Everyone is happy.

Have to look at the big picture - how much is that $2 worth to the long-term viability of your business? Also interesting to imagine how Haidilao might deal with this, as I see them as the leader in F&B customer service. I think they will not kick a big fuss over the bottle of water. They might also give the kids free ice-cream. This is how customer service should be in my view. Yes, they are much bigger but they were once small too. Business rules are not regulations, and they can be flexible for the long-term viability of businesses in my view.

Haidilao can absorb the loss. Small business cannot.

Think HDL don't charge corkage for wines. Anyway their wines also very good price so for those want wine probably also buy there.

Recently I went Kuching and went HDL there, didn't realised it's the only one in whole East MY. Service very good, saw I want to pour water each time quickly came over and offer to pour.
