Most likely a lot cars are caught modifying the turbocharger or changing to a bigger turbo for more power. Since a turbocharger is driven by exhaust gas it's also part of the exhaust system. Turbo is not part of Exhaust system (in accordance with LTA definition). The likely offence could be due to change of NON-approved exhaust manifold.
