The one that is un-insulated is used as a 100% coverage shield. This shield is used as a drain wire; it is only grounded at one end to provide complete shield coverage while preventing the shield from being used as an inferior audio conductor.
The body of the RCA plug is made of non-magnetic material and the dielectric(insulation) is Teflon.
