Broken Securities Industry Still Has $20 Billion to Pay Bonuses By Christine Harper and Serena Saitto Oct. 27 (Bloomberg) -- Five straight quarters of losses and a 70 percent slide in its stock this year haven't stopped Merrill Lynch & Co. from allocating about $6.7 billion to pay bonuses. Goldman Sachs Group Inc. and Morgan Stanley, both still on track for profitable years, have set aside about $13 billion for bonuses after three quarters, down 28 percent from a year ago. Even some employees at Lehman Brothers Holdings Inc., which declared the biggest bankruptcy in U.S. history last month, will get the same bonus they received a year ago. The worst financial crisis since the Great Depression, a $700 billion taxpayer bailout, public outcry over excessive pay and the demise of three of the biggest securities firms won't deter Wall Street from offering year-end rewards to employees on top of their salaries, compensation experts say. ``Critical producers and critical managers will be retained with the same bonus they had last year,'' said Robert Sloan, head of U.S. financial-services recruiting at Egon Zehnder International, a New York-based executive-search firm. ``The others will see sharp cuts.'' Goldman, the biggest and most profitable Wall Street firm until it opted to become a bank holding company last month, has set aside about $6.85 billion for bonuses, or an average of $210,300 for each employee, down 32 percent from $339,400 a year ago. Morgan Stanley, the second-biggest securities firm until it also converted to a bank, has $6.44 billion for bonuses, or $138,700 per person, down 20 percent from last year. Both firms accrue a fixed percentage of their revenue for compensation, so the decline in bonus pools matches the drop in revenue. Merrill's Compensation The money Merrill has set aside for bonuses equates to an average $110,000 for each of its 60,900 people, up from $108,000 a year ago because more than 3,000 jobs have been cut. The bonus figures are based on estimates that about 60 percent of the compensation and benefits expenses reported by the companies will be paid in year-end bonuses, as occurred in past years. Average bonuses aren't an indication of how much any employee will receive, since payments range widely from assistants to top traders. Bonuses aren't paid until the end of the fiscal year, so firms could choose to reallocate the funds. ``We are in the process of determining appropriate levels of year-end compensation, and no decisions have been made,'' said Mark Lake, a spokesman at Morgan Stanley. Ed Canaday, a spokesman for Goldman in New York, declined to comment. Merrill spokeswoman Jessica Oppenheim said the firm's accrued bonuses aren't down as much as those at Goldman and Morgan Stanley because the firm reduced expenses last year, when it also had a loss. Compensation costs are down 18 percent this year, compared with the first nine months of 2006, Merrill's last profitable year.

July 5, 2008 Not a matter of faith, but of rights I REFER to the open letter NTUC Income chief executive officer Tan Suee Chieh sent to me last Wednesday and, presumably, to the rest of Income's policyholders. It is unfortunate that Mr Tan and his new management team have not grasped the fundamental concern of existing policyholders regarding Income's bonus-restructuring exercise. Contrary to what he believes is a question of faith in him and his management team, the bone of contention for most policyholders is about how Income has unilaterally restructured the bonus scheme on not only new insurance plans, but existing ones as well. The key question Mr Tan and his management team should ask is this: If the customer had known that Income would execute an about-turn and change the bonus proportion at its own discretion, would the then-prospective policyholder have signed up? It should be the right of each consumer or policyholder, not the insurer, to determine what is in his best interest. The fact that NTUC Income has unilaterally implemented the change in the bonus scheme without allowing existing policyholders the choice of opting in or out shows a complete disregard for the sanctity of policy agreements and policyholders' rights and freedom to choose. I must therefore question the sincerity of Income's 'guided principles' to protect and enhance the interests of its policyholders. It is like telling a child he is being locked in a cage to prevent him falling down and getting hurt. Civil servants to get half-month mid-year bonus, plus $100 to $300 Lower division officers will receive more SOME 60,000 civil servants will get a mid-year bonus of half-month and between $100 and $300 in July. Officers in the lower divisions - Division III and IV - will receive $250 and $300 respectively. Division I and II officers will receive $100. This is in line with the National Wages Council's (NWC) call to give more to low-wage workers to help them cope with rising cost of living. A statement from the Public Service Division on Wednesday said the July payout comes against a backdrop of Singapore's continuing economic growth, which is expected at between 4 to 6 per cent this year. The economy grew by 6.7 per cent in the first quarter, compared to 5.4 per cent in the last quarter of 2007. 'The mid-year payment with higher amounts of $250 to $300 for officers in the lower divisions has taken into consideration the National Wages Council's call to give a one-off special payment to help rank-and-file workers, particularly low wage workers, better cope with the impact of inflation this year,' said the statement. Last year, civil servants received a half-month bonus in July, and a one-off payment of $220. PSD said the Government will decide on the year-end bonus for civil servants when Singapore's economic performance in the second half of the year is clearer. The mid-year payout announcement was applauded by NTUC on Wednesday. In a statement, it said the higher quantum for lower division civil servants would encourage them to 'perform even better as it forms a larger percentage of their wages.' Said NTUC: 'We are glad the Government has also followed the National Wages Council's recommendations to use variable payments to reward workers and to grant a one-off special payment to help rank-and-file workers, particularly lower wage workers, cope with the impact of inflation.'   20. SINGAPORE : Next month, the Government will pay civil servants a year-end Annual Variable Component (AVC) of one month on top of the 13th month bonus. In addition, eligible civil servants will be paid a new performance-based Growth Bonus next March. Payable in times of exceptional economic performance, this bonus varies in amount depending on individual performance and aims to strengthen the link between performance and pay. Good performers will receive 0.5 month of Growth Bonus, and better performers will receive more - up to 0.8 month. In a statement, the Public Service Division said the economy has performed better than anticipated this year. The Trade and Industry Ministry has forecast that the Singapore economy is expected to grow by 7.5 to 8 percent this year. The unemployment rate has fallen from 2.7 percent last year to 1.7 percent, with a record high of 171,500 jobs created in the first 9 months of 2007. In July this year, the government paid civil servants a mid-year AVC of 0.5 month and a one-off payment of S$220, in line with the call by the National Wages Council for employers to help low wage workers. The total variable payment for 2007 is 2.5 months + S$220, not including the Growth Bonus. With the Growth Bonus, the total payments for a good performer will be 3 months + S$220 for 2007, compared to 2.7 months + S$220 in 2006. - CNA/ch
