  10. Hospital/ Insurers not recovering compensatory costs from Ma Chi's (>S$3.4M) estate would be admission that crime in Singapore does indeed 'pay'. PS: written from layman POV cos I'm not a lawyer. Legally speaking, should Ma Chi's family really receive S$1.82Million compensation for causing fatal 'accident'? In regard of 'PRC Ferrari driver runs red light, involving taxi and motorcycle in fatal accident' [STOMP, 13May2012], it has been suggested if not proven that at the point of impact, the Ferrari driven (and owned) by Ma Chi was traveling at 140 (+/-30)kph ('Ferrari crash: Physics teacher calculates that sports car was speeding at 140km/h' [STOMP, 17May2012])/ [YouTube: ], far in excess of the 50kph speed limit typical of Singapore city roads, this in itself constitutes a serious and inexcusable traffic offense even if in defense, Ma Chi's legal team might deflect blame on the traffic lighting system for his fatal error in judgement. It could well also be argued that but for Ma Chi racing his Ferrari at such obscene speed and ignoring the traffic signals, the said accident would not have occurred. So was it indeed an 'accident' or an act of 'terrorism'- the act being actually an act of road terrorism. The reason for the necessity to use this odd classification of 'road terrorism' is due to the fact that from my perusal of the private car insurance [website] 'terms and conditions' [pdf] of NTUC income motor insurance (as an example of a typical car insurance company/contract), with " Page 4: GENERAL EXCLUSIONS> 1. Driving and Use> This Policy does not insure any accident, loss, damage, injury or liability where any motor vehicle in respect of which this Policy provides indemnity is:... © being driven by anyone whilst under the influence of intoxicating liquor or drugs or medication" being the nearest in application to the fatal 12May2012 Bugis junction accident- which in fact fails to excuse the insurer from compensating Ma Chi's estate S$1.8M goven that 'Police: PRC Ferrari driver Ma Chi (马驰) did not consume alcohol before accident' [TT, 17May2012]. According to 'State media defends PRC Ferrari driver Ma Chi: He is not a ‘heavy drinker’ and has applied for Singapore PR' [TT, 14May2012], “Mr Ma’s wife,.. told Wanbao .. the Ferrari was a $1.8 million limited edition car that he bought for his 30th birthday last year”- the compensation for death to the driver by NTUCincome is $20k, would the insurer be liable to compensate Ma Chi's estate $1.82M. That said, the 3rd party victims including the families of deceased taxi driver Mr Cheng Teck Hock and his passenger remain entitled to compensation according to NTUC of up to $5M in total. Ma Chi's passenger, "(Ms Wu Wei Wei) was seriously injured in the three-vehicle crash that has claimed the lives of three people so far" ('Ferrari Crash - Mystery Woman is pte "student" who moonlights at naughty KTV' [A1news, 16May2012]), again presupposing an insurer such as NTUC, would only be responsible for "SCOPE OF COVER> SECTION III – MEDICAL EXPENSES> We will pay you, .. or passenger up to S$300 for reasonable medical expenses incurred by each person who is injured whilst in the Insured Vehicle...", begs the question of who would eventually bear the costs of her hospitalization. It is thus my suggestion that perhaps either the insurer of the Ferrari note the loopholes in its insurance policy and if Ma Chi's family presses for compensation regarding damages to the Ferrari, press counter charges against Ma Chi for 'road terrorism' (flagrant disregard for the law) to dissociate itself from 1st party compensation and to reclaim compensation to 3rd parties such as the taxi driver and his passenger and other victims in the accident. “Mr Ma’s wife, known only as Madam He, told Wanbao that her husband had bought a $3 million condominium in the East Coast and a $400,000 BMW. The Ferrari was a $1.8 million limited edition car that he bought for his 30th birthday last year.” [TT, 14May2012]. The public hospital to which Ms Wu is warded should also seek guarantees of payment from Ma Chi's estate for her payment of her medical bills given that an insurer such as NTUC income might only wish to cover $300 of these expenses- using his the illegality of his driving speed and methods as reason to cover for the hospitalization cost incurred in treating his passenger. It would be travesty for Ma Chi's family to receive S$1.82M consequent to the accident as motor insurance should only cover genuine, unintentional 'accidents' and not Ma Chi's form of road terrorism (street racing and other criminal activities) for which all liabilities of the insurer ought be reclaimed from Ma Chi's estate- failure to do so would simple add to the insurers losses and predictably, an increase in premium for all other bonafide members since motor insurance is compulsory in Singapore. Ma Chi's disregarded the traffic rules and laws of Singapore and treated it like a gangland paradise. For this, the Ma Chi's estate (BOTH China AND Singapore) must IMMEDIATELY be frozen in lieu of claims by either the insurer or the public hospitals for the damage that Ma Chi caused in flagrant disregard of the law. Singapore's 'first class political leadership and judiciary', please do something about this, far too many times have foreigners on criminal charges gotten away scot free 'Kiwi bail jumper won’t return to S’pore to face charges' [YahooNews,30Dec2011], 'Two Romanian ‘foreign talents’ allowed to jump bail again' [TT, 18May2012]. PS: Pls note that I do NOT know who the insurer of Ma Chi's Ferrari is. Any reference to NTUC income insurance is only for the purpose of example since NTUC Car insurance seems to be a typical choice of Singaporeans from my anecdotal observation(s).

Figures from the Land Transport Authority show that from January till April this year, there were only 211 applications for such cars. In 2010, there were 1,688 applications. And in the first five months of this year, 1,472 motorists opted to switch their off-peak registered vehicle to a normal one. Off-peak cars can only be driven during certain periods on the roads. Dealers which MediaCorp spoke to said the S$17,000 rebate when motorists buy off-peak cars isn't enough of an enticement. The restricted hours for the OPC are as follow: 7.00 am to 7.00 pm (Mondays to Fridays); 7.00 am to 3.00 pm (Saturdays and eve of New Year, Lunar New Year, Hari Raya Puasa, Deepavali and Christmas.)

  15. So bad now as what this chap had described? Rampant cheating in tests and exams some more? Admit those days we had our fair share of "heavily-accented" lecturers but it was not too bad as we could still understand what they were trying to say. Besides we all relied on the lecture notes so not attending lectures were no big deal then. Still, if the situation has deteriorated until so bad like what he said then they ought to buck up & rectify the situation. Not nice to hear about such things of your alma mater... "There are some classes in which it is incredibly difficult for students to understand what the tutors are trying to say, especially those taught by heavily accented PhD students. "In one particular case, the situation was worsened by the tutor's lack of enthusiasm, with no effort on his part to improve his teaching methodology. As a result, many students skipped his lessons and had to study for the module themselves. He then suggests that these tutors should be provided with basic training prior to teaching. Despite the presence of invigilators, more and more students are cheating in tests and examinations as well. Students get to sit next to each other in the lecture theatres which makes discussion easy. He has even seen a student used his iPhone during a test before. He also faced a situation where an examination question was repeated due to the setter's oversight. CNA news : iPads for police patrolling, higher pay for Home Team officers By Valerie Chang | Posted: 22 May 2012 2132 hrs SINGAPORE: Second Minister for Home Affairs and Minister in Prime Minister's Office S Iswaran revealed that technology will be a huge feature in the training of the Home Team. The Advanced Command Training System (ACTS) and Workpad are part of the technology to be leveraged. ACTS exposes officers to diverse training scenarios through a computer-generated virtual environment so as to better-equip them with strategic and operational decision-making skills in times of emergencies. This system will be launched next month. A prototype Workpad will be deployed at two Neighbourhood Police Centres (NPCs) namely Tampines and Bukit Merah East NPCs. Starting June, the customised iPad will be given as part of the patrol kit to the Community Policing Unit officers. It allows them to log information on-the-go. Mr Iswaran said that it is vital for the Home Team to be technologically savvy. "This is important for us stay ahead of the game, as technological advancements continue to change the complexion of crimes and security. As our adversaries exploit technology to commit crimes, we too must harness technology to stay ahead of them, and to enable our officers to work smarter." In July, officers can also look forward to enhanced salary packages and retirement benefits. Uniformed Junior Officers in the Home Affairs Uniformed Services (HUS) and Immigration and Checkpoints Authority of Singapore (ICA) can see a rise of 10 to 15 per cent in their monthly salary. While uniformed Senior Officers in these departments, at the ranks of Inspector to Superintendent, will receive a five per cent increase in their monthly salary. In addition, the retirement benefits of HUS Senior Officers on the INVEST Plan will be enhanced. A new retention incentive for ICA Senior Officers is being looked into. The details will be announced to officers soon. Mr Iswaran was speaking at the Home Team Promotion Ceremony on Tuesday.   18. I find a problem with my ride. When I shift my gear into drive the vehicle does not move off automatically. When I try to jerk it makes a screeching noise like rubbing something (no obstruction), something like wheel clamp feeling. Initially thought is the brake but it is not. It will move off once I hit reverse a while then put into drive than it is normal. What problem is this..

  21. Whats wrong with the water in Pasir Ris? I remembered NEA closed the beach and label the water "NOT SAFE TO SWIM IN" 2 year ago. According to results from a study released by NEA in 2009 during the last annual assessment of water quality at beaches, Pasir Ris beach's water quality is affected by various possible sources, including minor leakage from older sewers, moored vessels, animals, as well as discharges from small-scale Sewage Treatment Plants (STPs) that presently serve the more remote areas in Pasir Ris. The low water currents in the concave part of Pasir Ris beach are not effective in diluting and dispersing the discharges. When dead fish wash ashore at Pasir Ris ... by Esther Ng A layer of white covered the muddy banks of Sungei Api Api yesterday, as thousands of white fish, measuring 5cm long each, were washed up onto the shore. The smell of rotting fish could be detected as far as 30m away from the river, which flows through the Pasir Ris estate. "I was frying chicken, but all I smelt was fish," said homemaker Wati Mansor, 47. "The smell was very strong - it even went up to my master bedroom - I felt like I was in a wet market." Mdm Wati's second-floor mansionette at Elias Road overlooks the river. In all her 10 years living in Pasir Ris, this is the first time such an incident has happened, Mdm Wati said. This was confirmed by other residents. Mr Mark Rodrigues, a resident and chief controller at SMRT, told Today that the stench turned up after 3pm. "This is the first time that we have fish dying on the banks," he said. A foreman from Neo Lian Poh Construction, who only gave his name as Wanz, agreed. He told Today that he and his crew have been cleaning the river for two years and there had been no such incidents previously. He said the dead fish were ikan bilis and ikan tamban. About 30 men in reflective vests were spotted cleaning up the banks yesterday. Mr Rodrigues and Mr Wanz believed that the dead fish came from Serangoon Harbour, near Pulau Ubin, and both were puzzled about the cause of death. Residents told Today that the river is commonly used for recreational activities such as canoeing and fishing. The sight of thousands of dead fish yesterday spooked some of them. "If the fish died because the water was polluted and people eat their catch, there's a health concern," said Mdm Wati. Pasir Ris resident Heidi A said: "I'm wondering whether the water is polluted because it's near Pasir Ris beach which until recently was not safe for water activities." According to national water agency PUB, the dead fish were found at the mouth of Sungei Api Api and along Pasir Ris beach yesterday. "(They) were likely to have been washed in by the tide, and some of them were deposited on the river bed of Sungei Api Api. The contractors are currently clearing the dead fishes," it said. "PUB assures the public that this incident has no impact on drinking water quality. The water in Sungei Api Api is not used for the drinking water supply." The National Environment Agency is also investigating the cause of the incident.
