  2. No more tearing of coupons and roving parking attendants - that is the idea behind a new "electronic parking system" being explored by the Urban Redevelopment Authority (URA). The system would have drivers accessing parking information and paying electronically from their cars via an "on-board unit" similar to the in-vehicle unit (IU) used in the Electronic Road Pricing system. Parking offences would be detected and transmitted wirelessly to central computing systems or mobile enforcement vehicles. The latter could also capture image or video evidence of parking violations and recognise licence plates just by driving past the vehicles of alleged parking offenders. These solutions were detailed in URA's request for proposal (RFP) for a "technical trial of an electronic parking system" last month. In it, URA outlined that a key aim of the system is to allow it "to better manage its carpark inventory to avoid congestion". Interested contractors have till Dec 2 to submit proposals, and preparation for the trial will begin on Dec 30, with the trial set to end by Sept 30, next year. "This is an ongoing effort to explore the use of technology to find a replacement to the paper parking coupons and at the same time reduce the manpower needed for enforcement," said a URA spokesman in response to queries from The Straits Times. The authority is looking for proposals that will tap advancements in areas such as global navigation satellite systems, vehicular Wi-Fi and automated number plate recognition. But the spokesman said the project is "exploratory" and that the authority will not be making changes to the current system soon. "For now, the best alternative is to continue converting more URA carparks to the gantry parking system where we can." URA now manages more than 46,000 public parking spaces here, of which 17,000 are on-street kerbside parking spaces. Such kerbside parking uses the coupon system, with enforcement carried out by parking attendants. Another 29,000 are off-street parking spaces, and 15 of URA's off-street carparks are equipped with the gantry parking system. National University of Singapore civil engineering associate professor Lee Der Horng, who specialises in intelligent transportation systems, welcomes the move to explore a new electronic parking system. "The future of kerbside parking could be quite competitive and this system would help both driver and the authorities to monitor usage and shape parking policy," he said. It would ideally be integrated with the ERP system, but a more sophisticated IU is needed to realise URA's vision, added Dr Lee. How the new system would work 1. A car with an on-board unit, much like the in-vehicle unit now, will let the driver know if there are carpark spaces nearby and process electronic parking payments. Once parked, it can prompt the driver to extend parking time when the session is about to expire. 2. Some roadside parking areas will have roadside units at spaced intervals to provide information on parking availability, rates and payments in the absence of Global Positioning System availability. 3. If a parking violation has occurred, the on-board unit can send details of the offence to a central computing system or a mobile enforcement vehicle (MEV) driving past. The MEV can also take images and videos of parking violations and recognise licence-plate numbers of vehicles it passes. 6. Mods, I've checked and all PE by-elections thread are locked. So have to start a new thread. After many months of waiting, the verdict is out. Police issues stern warning to SPH and ST editor for Punggol East report Published on Jun 20, 2013 4:36 PM Police on Thursday issued a stern warning to The Straits Times (ST) editor Warren Fernandex and Singapore Press Holdings, over a January report on the Punggol East by-election that was published in the newspaper. By Rachel Chang Police on Thursday issued a stern warning to The Straits Times (ST) editor Warren Fernandex and Singapore Press Holdings, over a January report on the Punggol East by-election that was published in the newspaper. The Attorney General's Chambers (AGC) said in a statement on Thursday that the stern warning was issued in lieu of prosecution for the offence of publishing a poll after the writ of election had been issued. The article, headlined "ST Poll: more rooting for PAP," presented the views of 50 Punggol East residents that reporters had interviewed." The publication of polls from the day the writ of election is issued until the close of polling stations on Polling Day is prohibited by the Parliamentary Elections Act. The AGC statement said that the publication of the article "was attributable to neglect on the part of Mr Fernandez." SPH said Mr Fernandez and Mr Patrick Daniel, the editor-in-chief of the media group's English and Malay newspapers division, presented themselves at the Central Police Division earlier in the morning to receive the written warnings. "The Straits Times newsroom co-operated fully with the police during their investigations and accepted that there was an internal lapse that led to the publication of the poll results," said SPH. "It has always been our approach that when we get something wrong, we acknowledge it, put it right, and strive to do better," said Mr Fernandez.

  8. Noticed that the onemotoring website has been revamped to look more metro/modern as per Microsoft style. However, I am very disappointed that the website revamp seems to give more problems, in which after login, it says "loading information" but will remain in this state forever. Same thing when you tried to enquire assets information and etc, etc... Been trying for weeks using different browsers and different OS. All giving the same problem. Anyone encountered same issues? My workaround solution to renew COE is using the shortcut link (without login) in the website and it works. Those transactions that require login will have problems. [bigcry]
  9. dear all, was just thinking: since coe is used to control the car population, why can't it be transferrable, since in effect the number of coe remains the same? that could be useful especially when the low coe bought in 2009 can be transferred to a new car now. that would not lead to a change in car number, since when the coe is transferred to the new car, the old car has to be scrapped. any thoughts?
  10. While driving home earlier, i noticed my aircon was not cold. When i was turning in my home carpark, the engine suddenly stalls and i have to crank a few times to restart it, after traveling into the multistory carpark, the engine stalls again while i am reversing into the carpark slot. I also notice burning smell from my engine bay after i parked my car. Anyone know what are the possible causes?? Thanks!

  13. Hi guys, I just realized from people around me... I tend to talk in a condescending tone, making people feel like they are looked down upon, even though I don't have such an intention and never wanted to look down, it's just the natural me, to talk like that.. Any of you face the same problem? Care to share how to improve our daily communication skills?
  14. My ride is the Elantra 2011 and I have encountered an issue when starting the engine. When I tried to start the engine, the interior meter lights and the Car Entertainment system turned on for a split second before going off again and the engine failed to start. The engine will not start when I tried to start it, throughout this time the Car Entertainment system and meter lights did not turn on. All of this is resolved when I open the car door and closed it, and everything works fine. So far I encountered this issue 3 times in the past 2 weeks. And each time it happens, I have to reprogram my settings again. Any Elantra owners out there encountered this issue?

  17. Recently happened to my fren, wonder if anyone has any opinions on this case.. Have a fren driving a CS3 lancer, just barely over a yr old. The only mod he did was to change the air filter to an open pod type.. Just 2 wks ago at the petrol station, his car suddenly couldn't start after re-fueling. Start also couldn't sustain. Ended up towed to C&C, where they eventually said that because of the open pod filter, some particles got into the engine, which caused the timing belt to slip and a misfire to occur. Because of the slippage, the timing was off and the piston hit the valves in one of the cylinders.. I've seen the half dismantled engine, and a couple of the valves are bent. lower block/piston still fine, 1 spark plug dented.. that's all. Now, C&C won't warrenty the engine and he has to bear the full cost + diagnostic cost, which totals to ard 6k. To me, that's kinda a BS story.. coz - The engine was ok right b4 the re-fuel. - The car wasn't moving, just idling, so chances of a solid particle going in is not really possible. (at idle the airflow is quite little) - The hole in the filter was just abt 1mmx1mm. Such tear in the cotten element is quite common and the mesh is still there. - Even if something did went in, how would it affect the timing belt? Timing belt is external and nothing to do with the combustion chamber. - The cylinder walls are still smooth and no signs of scratches. - There are ppl running ard with wire meshes as filters or even open TB, and still running fine. My previous open pod filter had a few dents and small holes yet no prob for me for over 6 months. I suspect that some other part failed (maybe some tensioner came loose causing the timing belt to slip) which coincidentally occured when there happened to be a small 'opening' in the filter. Now he's still trying to negotiate with the workshop that did the filter, and trying to get some warrenty out of either side. My opinion was to just do a top overhaul for a couple of hundred at another workshop, and save time and more $$ pursuing this case coz no one's going to accept responsibility over this. The car has been stuck in C&C for 2 weeks already. Anyone had anything similar that happened or have any ideas on what's the cause?
  18. It looks like the relationship between Suzuki Motors Corporation and Volkswagen Group has gone from bad to worse. Some of us might know about the recent reports of Volkswagen threatening to sue its Japanese partner. And now, Suzuki has begun arbitration proceedings against Volkswagen on the 24 November 2011 at the ICC International Court of Arbitration, located in London. If the proceedings are successful, it will force Volkswagen to sell back its stake in the Japanese company back to Suzuki or to a third party approved by Suzuki Motors. The alliance between the two companies began in 2009. Volkswagen Group bought a 19.89% stake in Suzuki and in turn, Suzuki acquired 1.49% of Volkswagen. The alliance was originally intended for Volkswagen to expand in India where Suzuki has experience and sales success. On top of that, Volkswagen will give Suzuki access to its core technologies; technologies which the Japanese automaker could not afford to develop on its own. The partnership began to crumble when Volkswagen mentioned in an annual report that
  19. From Stomp: http://singaporeseen.stomp.com.sg/stomp/sg...ssues_fine.html Parking attendant issues fine -- when owner is standing right beside car STOMPer Lynn was shocked when a parking attendant issued her a fine as she was standing right beside her car chatting with a friend. She says: "I was standing with my car the entire time while this attendant insisted on ticketing my car. "She also took pictures of my car and me, which I don't think is right so I returned the favour by taking her picture . "The two attendants walked off without giving me the ticket they supposedly issued. They returned only 5 to 10 minutes later to hand me the ticket. "Are these people on commission? If so, that gives them more incentive to abuse their power, even to the point of issuing tickets while car owners are standing next to their car chatting with a friend. "A warning to all car owners that they have to put coupons on their car even if they are standing next to their cars waiting for 5 minutes."

  21. [extract] I read from a recent issue of Carbuyer magazine that Volkswagen Centre Singapore (VCS) has appointed a new General Manager of Aftersales, Mr Chris Kelly. He is tasked with the responsibility of overseeing customers' needs from the time their vehicles are out of the showroom. Volkswagen is one of the fastest rising European brand in Singapore thanks to the narrowing price gap between Japanese cars and the European makes, as well as the company
