  3. 6 vehicle inspectors under probe for bribery Source: Straits Times IN WHAT is believed to be the first case of its kind in Singapore, anti-graft officers have hauled up vehicle inspectors suspected of accepting bribes in return for turning a blind eye to illegally modified cars. The Corrupt Practices Investigation Bureau (CPIB) visited STA Inspection's Sin Ming Road branch on March 9 and questioned half a dozen of its employees. STA Inspection - part of the ST Engineering group - is one of three vehicle inspection companies running 10 inspection centres. The others are Vicom and JIC Inspection Services, which are not affected by the probe. Vehicle inspection has been mandatory in Singapore since 1981. Cars that are between three and 10 years old have to be inspected every two years to ensure their roadworthiness. Cars older than 10 years have to go for an-nual inspections. The STA inspectors are believed to have accepted bribes from workshops specialising in car modifications. These workshops, which often send customers' cars for inspection on their behalf for a fee, are believed to have bribed certain inspectors to ensure they would pass the modified vehicles. STA Inspection's general manager, Mr Teo Kee Jin, told The Straits Times that six employees at its Sin Ming branch were questioned by the CPIB. He said STA set up its own board of inquiry following the CPIB's visit. 'During the course of our own investigation, a decision was made to dismiss four of the employees, who admitted they had breached company policy. The two others have been suspended,' he said. Observers expect some, if not all, to wind up in court. The CPIB has refused to comment. The crackdown has sent ripples across the car workshop trade - especially those involved in modifications. Several workshops contacted refused to comment. 'Everybody is lying low right now,' said Mr Tony Tan, deputy editor of motoring magazine Torque. 'They're worried that they might be hauled up too. 'Even the car owners are worried.' Mr Tan, however, felt that though the Land Transport Authority (LTA) has relaxed the rules on modifications in recent years, the regulations are still out of step with the times. 'Many of the modified cars are safer than normal street cars,' he said. Mr Joey Lim, president of the Singapore Motor Workshop Association, concurred. 'The LTA is being too cautious,' he said. Among the rules the authority has relaxed in the last five years is one governing exhaust systems. Previously, there was a blanket ban on after-market exhaust systems. Now, those with proper certification are allowed. Last year, the authority took action against 2,510 motorists for making illegal modifications to their cars - 44 per cent more than in 2008, and possibly the highest in 10 years. Most cases are related to exhaust systems, tinted windows and lamps. In the wake of the CPIB probe, vehicle inspection firms are tightening processes. Mr Teo of STA Inspection said the company has enhanced what is 'basically a robust system'. 'We have implemented a number of changes, including randomly rotating inspectors across test lanes within the same centre, as well as rotating them across our three different centres. 'This increases the 'randomness' of customer-inspector contact,' he said. Vicom spokesman Tammy Tan said: 'We are currently fine-tuning our processes to make sure abuses...do not occur within our organisation.' The inspection business is estimated to generate a combined profit of $40 million a year for the three players.
  4. Taken from THE NEW PAPER I CAME across a road accident involving a pedestrian and a dispatch rider at Bukit Batok Central around 7pm on 31 Jan. I called for both an ambulance and the police. My brother, who lives nearby, took a breakdown sign and placed it some distance from the motorcycle as it was in the middle of a busy lane and we didn't want another accident to happen. The ambulance arrived quickly, and the paramedics were professional in their conduct. They quickly assessed the injuries of both the rider and the pedestrian, who were taken to hospital. I waited a while more before calling 999 again to ask what was keeping the police and was assured that they would arrive soon. But it was another 20 minutes before the traffic police arrived. There is a Neighbourhood Police Post nearby. I don't know why policemen from that post were unable to come out to regulate the traffic. My brother and I were stranded there for nearly half an hour with his breakdown sign in the middle of the road. Why did it take so long for the traffic police to get there when the ambulance could arrive in less than 10 minutes? Just two days later, around 11pm on 2 Feb, there was another accident on Bukit Batok East Avenue 5. A friend who witnessed it told met hat the Singapore Civil Defence Force was initially directing the chaotic traffic as the police had not arrived. I hope the police can explain the delay in these instances and why it took them so long to respond.

Home > Breaking News > Singapore > Story Dec 21, 2009 Fatal accident: Fined $6,500 By Elena Chong, Courts Correspondent She admitted to causing the death of Mr Muhammad Anis Kamsani, 26, through her negligence inside the carpark of Block 221 Yishun Street 21 on Dec 6 last year. -- ST PHOTO: WONG KWAI CHOW A WOMAN motorist who caused the death of a stall assistant and injured his fiancee at a Yishun carpark last year was fined a total of $6,500 on Monday. Food and beverage senior captain Goh Mui Peng, 49, was also banned from driving for six years by District Judge Lee Poh Choo. She admitted to causing the death of Mr Muhammad Anis Kamsani, 26, through her negligence inside the carpark of Block 221 Yishun Street 21 on Dec 6 last year. She also caused hurt to assistant nurse Nurliah Sulaiman, 23, by a negligent act which endangers life by failing to have proper control of the car. She had stepped on the accelerator instead of the brake, causing the car to reverse over a road kerb and down the slope behind the parking lot, hitting the couple seated on a metal bench. The court heard that she had successfully parked her car within a lot after a second attempt, but she had not engaged the hand brake of her car after stopping. Mr Anis died on the spot while his fiancee was warded for a day for injuries to her left upper eyelid and limbs.

  19. Hi bros and sis, just seeking your help and comments. My vehicle was stationery waiting for traffic lights, some idiot wanted to change lane langar my car backside. Accident seems moderately bad but CNG tank not affected. I proceed to Comfort Delgro make accident 3rd party claims against the bugger's insurance company. But wah liao super sian, even replacement car also must myself ask then they give... Somemore I have to request myself to send for CNG inspection... How come Delgro like not acting in my interest one?? I ask the counter staff if they ever encounter 3rd party claims before they said 1st time... most claim their own insurance. Would any Ah Beng company have done a better job?? My questions are: 1) If backside kena hit, is it gd chance that my claim will succeed? TP arrived and took some notes as well. 2) The back frame, looking like a metal bar jut out of the bumper, and is bended at the end. Will it affect the whole structure of the car? I.E safety aspect? 3) Comfort Delgro said for parallel import car, parts hard to come by, so may take up to months if no parts. Is this true for Honda Edix? I am quite worried can't fix leh.. now a bit regret buy parallel import. Anyway, sorry to take up your time bros and sis... feeling so sad now :(

  21. If you are quite tanned and don't look Chinese, this could happen to you! http://www.straitstimes.com/Breaking%2BNew...ory_325892.html 6 strokes for drinking KUALA LUMPUR - A RELIGIOUS court has sentenced a Muslim woman to six strokes of the cane for drinking alcohol, possibly for the first time in Malaysia. The Syariah High Court in Pahang also handed the same sentence to a man on Monday, and is due to make a decision on another woman in May. Mohamad Nasir Mohamad, 38, a father of four, and waitress Noorazah Baharuddin, 22, were found drinking beer separately in pubs in July last year in central Pahang state, said reports released yesterday. Nasir admitted that he had drunk beer at a pub in Cherating on July 11, while Noorazah was caught drinking at the pub where she worked, in Jalan Gambut. Both were also fined RM5,000 (S$2,100) each by the Pahang court on Monday. The third accused was part-time model Kartika Sari Dewi Shukarno, 32. According to the New Straits Times, Kartika, a Singapore permanent resident, could not attend court as she is studying in Singapore. Judge Abdul Rahman Yunus said that he had given the maximum fine and caning as a deterrent to other Muslims, but had spared them a jail sentence. 'The caning is to shame them and should be done at any of the prisons in the country,' he was quoted as saying by NST. The case comes after two controversial fatwas, or edicts - one over tomboyish behaviour by women and the other concerning the practice of yoga - sparked intense public debate over decisions made by the country's top religious body. Malaysia has a two-track legal system, with the civil courts operating alongside state-based syariah courts. Muslims are governed by syariah laws in family and personal matters, while ethnic Chinese, Indians and other races come under civil courts. According to NST, this is the second time such a sentence has been handed down. In 2005, the same judge sentenced two Muslim brothers to six strokes of the cane after they were caught drinking. However, the caning has yet to be carried out as the men are appealing against the decision. Alcohol is widely available in Malaysia, and Muslims are rarely punished for consuming it. 'It's rare but it's within the law and Muslims are subject to such law in this country,' said lawyer Pawancheek Merican, a syariah law committee member of the Malaysian Bar Council. MP Salahuddin Ayub, the youth chief of the opposition Islamic party PAS, said he 'agreed' with the court ruling. 'The ruling only concerns Muslims and it does not affect the non-Muslims. It is to remind the Muslims not to drink,' he said. AGENCE FRANCE-PRESSE
  22. Recently, I just kena a $50 fine for parking at season parking lot in a HDB carpark. Only weird thing is, I DO have season parking for this carpark! But the parking ticket stated that I committed the offence in another carpark just a few blocks away. I haven't even parked at the other carpark for at least 2 years. Car had just been parked at my season carpark for the entire day. My carpark is Q30, the other is Q31 so my guess is that the parking officer keyed in the wrong carpark when he scanned my RFID lah. Anyone appealed against such a fine before and successful? It's theoretically my word against the parking officer right? I'm quite confident of a successful appeal but wow, if it can happen to me, then I wonder what if it happens to someone who doesn't know how to appeal? And I just found out I had another friend who kena this before.

  25. Was hit from behind by a lady WRX driver yesterday on Lane 1 on Keppel Flyover around 7pm. There was a jam due to an earlier accident there and traffic was slow-moving, start-stop type. My car was almost coming to a stop when my front passenger and I both heard and felt an impact from behind. Put on hazard lights and alighted to check. The black WRX behind me was positioned like it was filtering out to Lane 2. I didn't even brake suddenly, so couldn't be she didn't manage to stop in time. Seemed like she wanted to filter to Lane 2 for some reason, not sure misjudged or what and swiped my rear. At first the lady WRX driver denied that she hit my car. Ok, my car was super dirty and dusty so there was a lot of chalky dust on my black bumper. No dent. I tried wiping off some of the dust on my bumper, at first saw only some small scratches at the left corner of my rear bumper. There were long white marks on the right corner of the WRX's front bumper. The lady driver was pretty attitude, insisted it's just dirt. My friend and I told her we clearly felt and heard an impact. I wiped the dirt (which was from my car anyway) away and pointed out a long thick and deep scratch. Then she LL, said oh is it, ok sorry. Cars behind were horning coz the black WRX was already slightly in Lane 2 and traffic was building up. We exchanged name, IC & hp numbers, snapped some pics of the damage and moved off. I didn't write any statement for her to sign and admit her fault but I quickly snapped a pic of the position of her car. It was all quite chop chop, maybe 10 min or less. I didn't stay to inspect damage more thoroughly partly due to the traffic held up behind, and I thought the damage to my car was minor and I hadn't decided if I wanted to claim anything. And I was also on crutches la, not as easy to squat and check properly. At night, inspected the damage at the MSCP with my hubby. Cleaned off more dust & dirt and found a long, deep scratch at the side of my rear bumper, just after the left corner of the rear bumper. Looked similar to the scratch mark on the right corner of the WRX's front bumper. I don't think it was noticeable from the exterior but I just tried shaking bumper and it felt shaky. Hubby bent down to check and said one of the clips underneath holding the bumper in place was either bent or broken. Had to let workshop check and rectify. He asked me to call the gal later to request for a settlement. Okay, some questions: Regarding the new law about making accident report within 24 hours, can we report first but decide to claim or not later? Or does it mean that once I report means I have to claim insurance? I hope we can settle privately but just in case she does any delaying tactics for any reason, I don't want to end up not being eligible to claim if I don't make a report within 24 hours. Say she refuses to settle. If I go ahead to make a report, but she doesn't, can I still claim against her insurance? Or does it mean I claim my own insurance and lose my NCD in the process? Hope to get some advice ASAP. Thanks! Initial scratches I found : Swipe mark on WRX bumper: WRX position: Scratch I found later on:
