By Wang Qian and Guo Rui China Daily/Asia News Network Friday, Sep 30, 2011 WUHAN - A fugitive caught after being on the run for 17 years has once again escaped the police's clutches, this time through a bathroom window. Kang Jianlin fled on Tuesday as he was being escorted from Guangdong province to Henan province to face charges of rape. The 46-year-old had been eating lunch with four police officers at a restaurant in Wuhan, Hubei province, when he asked for his handcuffs to be removed and to use the toilet. After 10 minutes, an officer posted outside a second-floor bathroom looked in and discovered Kang had escaped through a window. He was seen running into a community in Donghu district. Police officers have made great efforts to find the suspect, but no clues have so far been detected, said Pan Feng, publicity director for Wuhan public security bureau. Although there are almost 10 surveillance cameras installed in the community, not one captured the suspect running away, Wuhan Evening Post reported, citing a security guard surnamed Shu as its source. Authorities distributed Kang's photo and a description of what he was wearing to the public on Wednesday. The suspect was described as being 1.68 meters tall, having short-cropped hair and wearing a white T-shirt and gray cropped trousers. He was barefoot at the time of his escape. Residents have been urged to call the 110 emergency hotline if they see him. A warrant for Kang's arrest was issued 17 years ago by the Tanghe county public security bureau in Henan province following allegations he committed statutory rape. Kang evaded detection for almost two decades by working as a casual laborer in Guangdong and as a painter at a toy factory. He was eventually detained in the city of Shantou on Sept 18 and was due to face trial in Tanghe. To guarantee the safety of residents, patrols in the community around where Kang escaped have been stepped up, said authorities. Police added that they believe Kang will not be able to get far because he has no money or identification.
  5. Dear drivers, Please advise which insurance to recommend. Now I have doubt regarding my issue. I brought my 2nd hand car on dec 2010. 1) I am the owner, hirer purchase. But I used my father in law as the insured person. In order to get cheaper quote. 2) My premium cost $1800 and end Dec 2011. But I need to renew my road tax which end Oct 24 2011. Can I renew for 5 month in order to match my insurance and road tax, with 10%. Or need to renew the whole year in order to enjoy the 10% NCD. Please advise on my case. Appreciate your help.

  7. Let's say (hypothetically, of course), in a fictitious country S, that Candidates A and B are in the midst of a really tight electoral race run on the First Past The Post (FPTP) system. The news announces that 60% of the votes have already been counted, and Candidate B leads A by a margin of 2%. Total electorate size = 2 million, meaning that 1.2 million of the votes have already been counted. There are two other Candidates C and D, who collectively are only going to garner something like 30% of the votes, with 25% going to C and 5% going to D. So, at the point of the news announcement, the breakdown can be presumed to be something very like: A: 34% (408,000) B: 36% (432,000) C: 25% (300,000) D: 5% (60,000) Total: 100% (1.2 million) Let's focus on A and B. Now, with 1.2 million votes already counted, basic statistics will allow a very precise estimate of the ultimate victor (for example, by the techniques detailed in Section 2 of the attachment (I can't link it, for some reason). Cutting out the math (I can show it if desired): The standard error for the difference in proportions between B and A is about 0.074%. That means that the "true" difference between the proportional difference between B and A lies between 1.85% and 2.14% with a 95% probability. This is called a 95% confidence interval. That means that it's 95% probable that B would've beaten A by a margin of at least 1.85% even if an "infinite" number of votes were polled. In fact, the 99.9% confidence interval (1.76% - 2.24%) is still very convincing for a victory for B over A. That means there's less than a one-in-a-thousand chance that B's victory margin over A is going to be below 1.76%. It can really only be called a "wash" (unpredictable result) if the confidence interval of the difference between the polled proportions encompasses zero. That would take more than 26 standard errors. Want to know the probability of that? There are too many zeroes to bother with - to all intents and purposes, it's a statistical "impossibility". In other words, at the point where 60% of the 2 million votes had been counted, and leading by a 2% (in fact, a "2-plus percent") margin, B should've been celebrating with a very strong assurance of ultimate victory. Yet, it was the *reverse* that actually happened in our hypothetical example, and A won. The only way in which such an "upset" could've legitimately happened is if the initial sample of 1.2 million (!) was a biased one (B over A). In other words, if the voting preference of the remaining 40% of the electorate was strongly biased the other way (A over B). This is possible. But considering that this was a national election, and the candidates were widely regarded as "non-partisan", this is hardly probable. I'll leave you to work out the implications of all this on our little hypothetical example. As it turns out, Candidate D in our little story was, coincidentally, a statistician. And Candidate A held a doctorate in Applied Math. I wonder if they found something privately humourous in all this. It later emerged that the margin of victory was quite a bit less than the votes declared invalid. Assuming (naturally) that our hypothetical vote was conducted with the utmost attention to propriety, it seems a little strange that one could declare a "clear victor" with such a narrow margin, such that even minor perturbations in the subjective decision process of deciding which votes were valid could've reversed the result. If nothing else, this should serve as a cautionary tale against keeping the FPTP system, and this is why some other democracies have done away with such a system and adopted something fairer.   10. SINGAPORE: Some 22,300 Certificates of Entitlement (COE) will be made available for the six-month period from August 2011 to January 2012, the Land Transport Authority (LTA) said on Friday. The 22,324 figure is hardly changed from the quota of the previous six months, which was 22,368. The new quota works out to 3,720 COEs monthly. LTA said the quota consists of three components, including a provision for 1.5 per cent vehicle growth based on the vehicle population as at end December last year. The other two components are replacement COEs for vehicles de-registered between January and June 2011, and adjustment for over-projections of vehicle de-registrations in 2008/2009. Bidding under the new quota will start with next month's first open bidding exercise. The next COE quota announcement - for the COE bidding period from February 2012 to July 2012 - will be made in January 2012. LTA added that the 1.5 per cent vehicle growth rate, which is valid for three years from 2009 to 2011, is currently under review. It will announce the growth rate from 2012 once the review has been completed. source - CNA/ al So will the COE price go north, south or stay at the equator?
  11. What comes to mind is the 'ban' on clones.... I dont do clone as one account is enough for me, too many accounts only mean more passwords to remember in one signle forum.. not my cup of tea. Anyway, if a person likes to have more than one account/nick, why restrict him? Whether he 'misbehaves' with one account or a few other accounts, what difference does it make? Social / Car forums are not like online business online transactions where some degrees of 'true identity' etc have to be maintained, they are just for light hearted stuff even thought the exchanges could get heated, but hey, once the PC is off, things disappear and only reappear again after the next logon. That said, there must be some reasons/history that make 'clone' a ban-able 'offence'.... not sure if this is only unique in SGP or its common all over the world to ban clones?

[att achment=57861:korean_cars_002.jpg] A couple of interesting cars that I saw during my recent business trip to Korea. i) Chevrolet Camporo - Not sure if it will even be sold in Singapore cos left hand drive. But will give the KIA Kouple some competition. ii) Hyundai Veloster - Unique 3-Door car, back door open only on one side. Looks good. iii) Chevrolet Orlando - Looks more like a SUV than a MPV. Not sure whether all these cars will be launched in Singapore cos they are all left drive. If they do bring in, will definitely add pressure to the Japs.
  13. Last night there was 2 accidents at the CTE - SLE intersection, causing an epic jam. One accident vehicle was a burnt out Wish. Nowadays, it seems quite a few vehicles have been catching fire. I wonder why this is so? Is it a lucky hit in the petrol tank? Or were fuel lines ruptured in the accident? Does the fire start slowly or does the car go ka-boom?

So many highly-qualified people, from PHD to Masters degrees to BSC to successful corporate honchos have stepped forward to declare contest against PAP incumbents. Why is it so, at this coming election? Obviously, many have risen through the system, get a good headstart in life. Why then the risk? Something is seriuosly wrong with the system. These fine and bright people , if the system is so good and rewarding according to the PAP folks, are seeing something that we lesser mortal don't? My humble opinions are that: People are fed-up with the high-handedness of the ruling party. People are upset with the gerrymandering. People are very unhappy with the "you don't vote me, I dont upgrade your flat" threat. People are very unhappy with all the stupid reasons ala GST is to help the poor. People are very unhappy with the high cost of living (asking hawkers not to raise price when other big conglomerates suka suka raise price eg petrol companies). People are very unhappy with stupid reasons such as selling new flats at lower price equals to raiding the reserves. People are very unhappy with CPF's change of rules and shifting of withdrawal age and "locking of money" under CPF life. People are very unhappy squandering money on renaming Marina Bay and Budget Terminal when it was so difficult to increase the meagre amount to the poor. People are very unhappy with the caSINos People are very unhappy to be packed like sardines and the minister concerned show no sympathy People are very unhappy with limping MSK running away and the remark "what to do? It happened" People are very unhappy with PA, CC, and what not grassroots oprganisations being subsumed as part of PAP People are very unhappy when Zorro rubbished no minmum wage for workers but stamped a multi-million $ minimum wage for his colleagues. People are very unhappy with Khaw bactracking when he said something like "means testing was only an idea" but implemented straightaway after election.   18. Hello, I am looking around for a MPV. Saw a Japanese MPV (Nissan Presage Highway Star) on sgcarmart by Yong Lee Seng. Called to ask and they told me Nov 06, COE about 13k, OMV 28K, mileage about 60K. Going for $66.8K. Any advice whether it is a good deal or okay deal? First time going for used car, what are the things to consider and to "squeeze"? don't want to get chopped
  19. Hi bros or sis, I am looking to get this as a family car. I drove the sedan sti many years ago... Things i don't like about the STI Sedan at that time, was mainly the understeer. Doesn't slice the air as well as my MR2 when travelling at least 220km/h. Feels a little floaty after 250km/h. How does the new Hatchback STI compare to the old one??? Being hatchback, does it handle worse at high speeds? I just need your experience thanks.... I've yet to try one... none of my friends own one. One thought in mind, I'm going to lock the front diff to make the car FR.. Am into drifting...
  20. Go zoo oso can become a matter of gahmen policy. ST Forum Mar 22, 2011 Zoo should have some thought for big families I AM a mother of four children, aged two, four, seven and nine. Recently, our family visited the Singapore Zoo and inquired about the Friends of the Zoo membership. To my amazement, I found that the family membership is limited to two adults and three children aged three to 12. Children below the age of three are entitled to free admission. For now, the membership rules accommodate my family profile, but in the next two to three years, I will have to purchase an additional entrance ticket because I have one child too many. Instead of granting big families more benefits, the zoo is penalising them. This is certainly going against the Government's policy of encouraging more births. I hope the zoo will look to revise the terms and conditions for the Friends of the Zoo family membership by aligning them with the Government's policies. Lim Geok Keng (Mrs)
  21. Hi All I recently changed from Bridgestone RE001 to Dunlop Sport Maxx (not TT). This morning, roads all wet as was raining. I noticed dat with the dunlop, when i jam brake just a bit, the ABD kicks in quite easily. With my RE001, only once did my ABS kick in and that was in a really hard braking situation (in fron of with the 5 cars not so lucky and got into a chain collision, i escaped). Does this mean the dunlops not so good cos lose grip more easily triggering the ABS. Quite scary. All constructive info/opinions welcome. Thanks.
  22. hi guys i've discovered a crack on the treads of one of my tyres. it's about 5mm deep and 5-6cm long, doesn't extend to the sidewalls and the tyre hasn't been losing pressure abnormally. the tyres are just about 2 yrs old and travelled about 20k. my question is whether i need to replace them? i know sidewall cracks are a definite no go but anyone has any advice on this tyre tread crack? my main worry is a blowout halfway while driving! thanks guys!
  23. Dear CPF member, Singapore Budget 2011 - Initiatives Relating to CPF More for Your Retirement! Taking into consideration the sustained economic growth and to keep pace with income growth, the Government is making the following changes on 1 September 2011 to help you save more for your retirement: (1) Increase in Employer CPF Contribution by 0.5 Percentage Point The additional 0.5 percentage point will go into your Special Account to help you save more for retirement. This increase will be on top of the 0.5 percentage point increases each on 1 September 2010 and 1 March 2011 that were previously announced, thus restoring the total CPF contribution rate to 36%. All employees will benefit from the new CPF contribution rate change. Employees aged above 35 who are earning between $50 and $1,500 per month will also see pro-rated increases in their CPF contribution rate. (2) Increase in CPF Salary Ceiling to $5,000 The CPF salary ceiling will be adjusted upwards from $4,500 to $5,000 for all age groups. This change will benefit an estimated 390,000 members earning more than $4,500 a month. Workfare Special Bonus (WSB) To ensure that low-wage workers benefit from the economic growth, the Government will provide a one-off Workfare Special Bonus (WSB) over and above the regular Workfare Income Supplement (WIS). The WSB will reward low-wage workers aged 35 and above for work done in 2010, 2011 and 2012, and will be given out in four equal payments: Workfare Special Bonus Qualifying period during which work is done Payment Date 2010 Jan-Dec 2010 May-11 Dec-11 2011 Jan-Dec 2011 Dec-12 2012 Jan-Dec 2012 Dec-13 Employees can receive up to $2,800 WSB. The payments will be made fully in cash. Self-Employed Persons can receive up to $1,868 WSB. The payments will be made half in cash and half into their CPF Medisave Accounts. Tax Benefits for Voluntary Contributions by Companies to Self-Employed Persons' Medisave Accounts To increase Self-Employed Persons' (SEP) savings to meet their medical needs, tax benefits will be given for voluntary contributions made by companies to the Medisave Accounts of SEPs who work with them. If you are self-employed, both you and the company you work with will enjoy the tax benefits. The benefit to a SEP is: Contributions made by your company to your Medisave Account will now be tax-exempt up to $1,500 per calendar year. The benefit to a company which voluntarily contributes to SEPs' Medisave Accounts is: The company will be allowed tax deductions of up to $1,500 per Self-Employed per calendar year. These changes are applicable for voluntary contributions made from 1 January 2011, and the tax benefits will take effect from Year of Assessment 2012.
