The Open COE, a proxy for the latter, was $70,117. Around the same time last year, they were between $30,000 and $43,000. And as recently as three years ago, the same premiums were mostly around $15,000 or less. With the COE supply staying tight for the rest of the year, the chances of a crash are as far-fetched as you finding a bikini babe on Pluto. The world economy and stock markets are faltering, you say? Well, history has shown that the Singapore car market can be pretty resistant to socio-economic influences. The single biggest determinant of prices has always been the number of entitlement certificates in the system. And the current supply is merely a quarter of what they were in the bountiful years of the mid-2000s. Yes, if consumer sentiment is dampened by the sorry state of the world's former economic powerhouses (which, if you ask me, have not really recovered from the 2008-2009 financial meltdown), people's appetite for shiny new cars will weaken. But this won't make COE premiums nose-dive. At most, you might witness prices stabilise after a soft landing. If a recession hits and persists, and employers wield the axe on salaries and headcounts, then all bets are off. But even then, we might not see premiums see-sawing like they did during the Asian financial crisis of 1997-98, because of the limited quantities of COEs currently. And unlike that period, "taxi participation" is a major factor today. This is because there are many more cab companies as well as a larger population of taxis - both fuelling a demand for COEs. On top of that, the human population in Singapore has also increased significantly. Next >> When will prices fall? So, when will COE prices fall back down to below $20,000? Will they ever? The short answer is probably - and sooner than you think. Again, this has to do with COE supply, which will start to rise as the enormous cohort of cars registered during the COE boom years of 2003-2008 come of age and are scrapped. (COE supply is determined largely by the number of vehicles taken off the road.) Scrapping bonanza If you look at the age profile of passenger cars on the road today, you will get a pretty good idea of when this scrapping bonanza will start to happen. The first wave is likely to take place between mid-2013 and early-2014. The next wave - a bigger one - will be in 2015. And by 2016, we should see COE supply reaching tsunami scale. This will be followed by a couple more years of sizeable quotas before supply starts to shrink yet again. Barring a fundamental change to the way COE supply is determined, car buyers and sellers will continue to experience a feast-and-famine situation. COE premiums and corresponding new car prices will continue to fluctuate from year to year. The savvy consumer should align himself or herself to this cycle which, if you'd notice, makes a full circle once every 10 years. Got a comment? (Photo: MINDEF) SINGAPORE: The Singapore Armed Forces will employ more professional trainers to make the training of National Servicemen (NSFs) more effective and efficient, possibly even shortening the training duration. Defence Minister Ng Eng Hen made this announcement in Parliament during the Defence Ministry's Committee of Supply debate on Thursday. Dr Ng said that as many as 1,100 more full-time trainers could be employed. This will help boost the ratio of professional trainers to trainees in the Basic Military Training Centre to about 1:3. Currently, the ratio is 1:6. This initiative arose from discussions organised by the Committee to Strengthen National Service (CSNS). Dr Ng said the largest impact of having more regular trainers will be on the training of full-time NSFs. Under the current system, second-year full-time NSFs train and lead new recruits and servicemen. Even though this system has its merits, having professional trainers will have greater impact on training outcomes, inculcating discipline and transmitting values. Dr Ng explained that some time is required for NSF trainers to adapt themselves to the training environment in their units and training schools and having regular trainers will smoothen this transition. He stressed that time savings, if any, will be a few weeks at most. In addition, Dr Ng said although having more full-time army trainers can possibly shorten training durations, the number of In-Camp Trainings (ICTs) that NSmen have to perform will not be reduced. However, he said one area the ministry can improve on, is to reduce the waiting time before enlistment. Dr Ng has asked the SAF to develop a system where it can commit to enlist all enlistees, except for some exceptions, within a fixed time frame, of within four to five months.     A cleaner mopping the floor of an empty hall at a convention centre in Singapore. Cleaning businesses in Singapore will have to be licensed within five months of the Environment Public Health (EPH) Amendment Bill coming into force, which is expected to happen in April, said the National Environment Agency (NEA). The Bill was introduced in Parliament on Monday (Jan 20). The licensing regime will require cleaning businesses to have mandatory written employment contracts, to provide training and to implement the Progressive Wage Model (PWM). This is to ensure that cleaners receive wages that commensurate with their skills, training and productivity. NEA estimates that 55,000 resident cleaners will benefit from those requirements. Businesses offering cleaning services at premises or any public spaces will need to be licensed, while businesses that deal in specialised cleaning are exempted from the mandatory licensing regime. These include the cleaning of facades, pipelines and utility features, construction sites, clean rooms, hazardous or bio-hazardous areas, animal enclosures, swimming pool or aquariums and domestic cleaning. Cleaning businesses will have to be registered with the Accounting and Corporate Regulatory Authority (ACRA) Singapore or the Registry of Societies and show relevant experience. NEA said cleaning businesses should have at least 50 per cent of their staff trained in at least one module within the Singapore Workforce Development Agency’s WSQ Environmental Cleaning (EC) Framework at the point of the first application. At the time of licence renewal, 100 per cent of their staff should be trained. Under the provisions of the Bill, cleaning businesses found operating without a valid licence will be liable to a maximum fine of S$10,000 or up to 12 months jail or both and S$1,000 every day for continuing offences. Service buyers who engage unlicensed cleaning businesses will also be liable to a maximum fine of S$10,000 and S$1,000 every day for continuing offences. Coordinating chairman of the PAP Town Councils, Dr Teo Ho Pin, said: "Definitely, when we improve our services to better serve our residents, the cost of maintenance will increase. So, at some point in time we will need to revise the S&C charges. "But I think our residents understand that quality comes with a price. We want to do this to achieve a few objectives. First, is that we would like to better serve our residents -- so that we can enhance the conservancy standards in all our housing estates, in all the 15 PAP Town Councils. "Secondly, we want to support the government's effort to increase the salary of the low-wage workers and also to protect the employment benefits of the low-wage workers." The PAP Town Councils signed a Memorandum of Understanding with 19 conservancy contractors to pay them according to the recommended salary. As the worker upgrades to be a supervisor, he can earn S$1,600 and above. However, even with the higher salaries, companies said attracting workers is still a challenge. Dennis Tan, general manager of LS 2 Services, said: "To be honest, estate cleaning... it's a harsh environment. It requires block sweeping, outdoor sweeping. So, I think we still face challenges. "But with the implementation of progressive wage, we hope that more workers will join our cleaning industry.   11. Hi folks, Never bought a car that is been STA graded. The purpose is to set my personal expectation (drawing from fellow bros' experience) when shopping for a 2nd hand car which I most likely to look for STA graded car. For those who have ever bought a STA graded vehicle, mind sharing with me on how soon the car encounter it's 1st repair (exclude routine servicing & wear& tear like brake pad/tyres &etc). STA Grade (e.g. A or B): Brand/Model: How old was the car when you bought it (e.g. 3 years old) How soon do you need repair after you purchased the car: Area of repair (e.g. aircon compressor, gearbox & etc): By the way, who will bear the cost of STA inspection (buyer or seller) ? And any idea how much ? Lastly, assuming 2nd car dealer absorb the STA inspection charges, should I walk off from the deal (due to the result), do I have to bear the inspection fees as well ? What's the normal practice like ? Many thanks for your input in advance.

Brent crude rose 38 cents to $124.00 by 0550 GMT, after touching a high of $124.28 earlier in the session. Brent, which has gained more than 11 percent so far this month, settled on Thursday at $123.62 a barrel -- the highest front-month settlement since May 2 last year. U.S. crude futures rose for a seventh day, its longest winning streak since a 10-day gain in December 2009. The April contract was up 73 cents at $108.56 a barrel. "There's still a risk premium to be built in oil prices because of Iran," said Jonathan Barratt, chief executive of BarrattBulletin, a Sydney-based commodity research firm. Tensions between the West and Iran over Tehran's nuclear programme rose after a U.N. nuclear watchdog mission ended in failure this week. Faced with western sanctions, European and Asian buyers of Iranian crude have or planned to cut imports from Tehran. Japan, the world's third-largest oil importer, may cut Iranian crude imports by a more-than-expected 20 percent as it seeks a waiver from U.S. sanctions, a move which would spare its banks from a major blow but also boost its rising fuel import bill. Yet, the stalemate over Iran's nuclear programme is working in favour of the Islamic Republic as higher oil prices are compensating Iran for its market share losses, Barratt said. Iran said it has maintained oil production levels despite sanctions, but oil experts said they suspected Tehran was storing crude at sea while looking for new customers to evade Western measures. DEMAND CONCERNS Consumption for refined oil products in the United States -- the world's top oil consumer -- plunged to the lowest level in nearly 15 years, data from the Energy Information Administration showed. President Barack Obama hit back at election-year Republican criticism of his energy policies, offering a staunch defense of his attempts to wean Americans off foreign oil and saying there is no "silver bullet" for high gasoline prices. Rising oil prices have also been adding to concerns over demand. Brent valued in euros surged to a record on Thursday, adding fuel costs to the euro zone's debt troubles and denting the region's recovery efforts. Brent's record price in euros is "going to hurt any chance of recovery" at the euro zone, Barratt said. The euro zone has yet to break its vicious cycle of debt as its economy is heading into its second recession in just three years and the wider European Union will stagnate, according to a forecast by the European Commission. Brent's premium to U.S. crude CL-LCO1=R narrowed to $15.44 after closing at $15.79 on Thursday as inventories at Cushing, the delivery point for WTI, fell 315,000 barrels last week. The spread rose to over $20 a barrel earlier in the month on rising inventories in the U.S. Midwest. In other markets, Asian shares rose and the euro hovered at 2-1/2-month highs on Friday after data underscored a recovery in the battered U.S. labour market and German business sentiment improved. The number of Americans filing new claims for jobless benefits last week held at the lowest level since the early days of the 2007-2009 recession, while U.S. December home prices rose 0.7 percent. Car park crunch: More radical solutions needed, say experts SINGAPORE - Even as the authorities look into the idea of mechanised car parks, some analysts pointed out the challenges - such as maintenance and costs - with such a system. Instead, they suggested more innovative ideas, including creating a private market for parking spaces and allocating different zones for vehicles of different sizes. National University of Singapore transport expert Lee Der Horng noted that it is "very common" in some cities in the United States to group cars of similar sizes together. Said Associate Professor Lee: "So the smaller cars are parked in the same zone, and it's the same for the sports utility vehicles (SUVs), for instance." Nanyang Technological University transport economist Michael Li has a more radical suggestion: Allocate each household with a car park lot and allow those who do not own any vehicles to "rent" out their lots to others, thus creating a market which would enable demand and supply to balance out. According to the Ministry of National Development, six in 10 Housing and Development Board (HDB) households do not own cars. About a third own one car, while 5 per cent own two or more. The transport analysts pointed out that the cheap HDB parking fees here would escalate the carpark crunch in the years to come. In Taipei, for instance, motorists have to pay a flat fee of as much as S$200,000 for one parking lot, said Assoc Prof Lee. He added that policymakers should think about a "market-based" solution - in which parking fees will have to be higher - for housing estates that face severe car park shortage. Last Friday, National Development Minister Khaw Boon Wan wrote on his blog that, while new estates will come with adequate car parks, new solutions are needed in the older HDB estates "where there is little space to add new lots". Mr Khaw has asked the HDB to look into mechanised parking systems but he noted there are "implementation issues" to be worked through. HDB residents who spoke to Today generally welcomed the idea - as long as the system is thoroughly tested and properly maintained. Some suggested a policy which require residents to secure a parking lot before they buy a vehicle - a suggestion mooted last year in this newspaper in a column by consultant Richard Hartung. Calling for a balloting system for HDB households who wish to own more than one car, IT consultant Brandon Tan, 40, said: "HDB carparks are supposed to be for the middle-class masses ... Incomes will be under pressure soon: PM Lee Prime Minister Lee Hsien Loong said on Wednesday that the incomes of low-end and white-collar workers will be under pressure soon. PM Lee told CNBC in an interview that Singapore's economy is slowing down and will continue to do so going into 2012. This is due to global economic conditions getting tough. According to a Sept 1 economic report by the Monetary Authority of Singapore, economic activity in Singapore is likely to grow modestly in the second half of this year. Statistics provided by the Ministry of Trade and Industry showed that Singapore's economy grew by 1.3 per cent from July to September after contracting by 6.3 per cent in the previous quarter. This is on a seasonally-adjusted quarter-on-quarter annualised basis. PM Lee also told CNBC there will be uncertainties because the economic cycles are shorter. For the Singapore economy to continue growing at a strong pace, he said Singapore needed more workers, more skills and more talent. Mr Lee also spoke on the economic situation in Europe. When questioned by CNBC, he said the problem was deep and involved not just Greece but also other countries like Italy and Spain. "It's not just the immediate problems but there're also longer term structural questions about the Euro, and whether it will go forward or it'll go backwards. "They have to make sure that the problem does not spread beyond Greece and cause a run on Italy for example, which would have an implication for the whole world," he said.

I have seen too many dear friends leave this world too soon; before they understood the great freedom that comes with aging. Whose business is it if I choose to read or play on the computer until 4 AM or sleep until noon? I will walk the beach in a swim suit that is stretched over a bulging body, and will dive into the waves with abandon if I choose to, despite the pitying glances from the jet set. They, too, will get old. I know I am sometimes forgetful. But there again, some of life is just as well forgotten. And I eventually remember the important things. Sure, over the years my heart has been broken. How can your heart not break when you lose a loved one, or when a child suffers, or even when somebody's beloved pet gets hit by a car? But broken hearts are what give us strength and understanding and compassion. A heart never broken is pristine and sterile and will never know the joy of being imperfect. <1E971883.gif> I am so blessed to have lived long enough to have my hair turning gray, and to have my youthful laughs be forever etched into deep grooves on my face. So many have never laughed, and so many have died before their hair could turn silver. As you get older, it is easier to be positive. You care less about what other people think. I don't question myself anymore....I've even earned the right to be wrong. So, to answer your question, I like being old. It has set me free. I like the person I have become. I am not going to live forever, but while I am still here, I will not waste time lamenting what could have been, or worrying about what will be.
