SINGAPORE - The Woodlands Checkpoint will be expanded, in a move that will see nine Housing Board blocks nearby acquired. Blocks 210 to 218 at Marsiling Crescent/Lane will be acquired as part of the massive redevelopment and expansion. HDB said this covers 732 sold flats, 53 rental flats, one rental kiosk, six rental shops and one rental eating house. The Immigration and Checkpoints Authority (ICA) which announced updated plans for the checkpoint on Thursday (May 26), said the expansion will address traffic congestion and meet a projected 40 per cent increase in traffic volumes by 2050. In 2017, the ICA had said that the land checkpoint would be expanded to take in the Old Woodlands Town Centre. The checkpoint has to be extended further, the authority said on Thursday, noting that travel volume at Woodlands has returned to more than 90 per cent of pre-pandemic levels during weekends with the full reopening of land borders since April 1. Traffic volume is expected to return to the daily average of 300,000 travellers soon, and continue to increase thereafter, it added. "If the overall capacity is not increased, the travel time for vehicular traffic could increase by more than 60 to 70 per cent during peak periods by 2050," ICA said. In a media briefing, ICA's Deputy Commissioner Hsu Sin Yun said: "The main aim of this extension of Woodlands Checkpoint is to bring the clearance time during peak hours from the 60 minutes pre-Covid to 15 minutes eventually, even considering the increase in traffic that we project coming to the Checkpoint." HDB said flat owners at Blocks 212 to 218 will be offered the same benefits as those under the Selective En bloc Redevelopment Scheme (Sers), including compensation based on the market value of their flats and the option to buy a new flat with a fresh 99-year lease. Residents will have to move out by the second quarter of 2028. About 1,100 replacement flats will be built at Woodlands Street 13. Construction will begin in the third quarter of 2023 and should be completed by the fourth quarter of 2027. A study is ongoing to come up with an optimal design to clear heavy goods vehicles and motorcycles at the checkpoint, ICA said. As part of the expansion, the Bukit Timah Expressway (BKE) will be extended and upgraded to channel traffic directly to and from the Old Woodlands Town Centre extension, the authority added. The surrounding local road network will also be upgraded, it said. Beyond alleviating congestion, ICA said the extension aims to significantly reduce travel time - by as much as four times - by incorporating greater automation and flexi-lanes that can be toggled to either clear cars or motorcycles. The system allows travellers to enter the country through a contactless immigration clearance by scanning their passport, and facial and iris biometrics at the checkpoint. How does it work? This CNA video breaks down how the machine works. Since the program is still under trial, an Immigration and Checkpoints Authority (ICA) officer will be at the APICS to note the number of passengers in the car. Once the gantry is opened, the car can drive forward and stop at a self-help kiosk. The kiosk has an LCD touch display with a passport scanner, biometric scanner, fingerprint scanner and intercom. The driver has to confirm the number of people in the car and the license plate number, then scan the passengers' passports. The system will prompt the driver and passengers to simultaneously do their facial and iris biometrics scans to confirm their identities. There are four points, one for each of the car's windows, for all passengers to scan their face and iris to complete their immigration clearance. APICS will detect what type of car is at the kiosk and the height of the kiosk will adjust itself accordingly. According to The Straits Times, it takes about five minutes to clear immigration. According to ST, another feature of APICS is that it has an exhaust fan that removes fumes that may build up as passengers clear immigration. There are also flexible traffic poles to guide drivers entering the clearance area. Trial going well According to CNA, the trial is only being conducted at the checkpoint on weekday nights and only cars with a maximum of four people, aged six and above will be selected to trial the new system. Nonetheless, the system, developed by the Home Team Science and Technology Agency (HTX), is doing well. Cheng Wee Kiang, director of HTX's Robotics, Automation and Unmanned Systems Centre of Expertise, said that the overall feedback received for the system has been positive, CNA reported. Those who pass through the checks have been asked for their feedback which will allow HTX to further improve APICS. The time taken for clearance is also recorded by ICA. This is the second version of the APICS developed by HTX. The first one, trialled in December 2017, required passengers to scan their fingerprints on a biometric device via an extended robotic arm.- 23 replies

Johor Bahru-Singapore RTS link 'not progressing well', Malaysia missed deadlines: Khaw SINGAPORE: The Johor Bahru-Singapore Rapid Transit System (RTS) link project is behind schedule and "not progressing well", said Transport Minister Khaw Boon Wan on Monday (Jan 14) in a written parliamentary reply. He was responding to questions from MP Ang Wei Neng on the progress of the project and its estimated timeline. The RTS project, which links Bukit Chagar station in Johor Baru and Woodlands North station in Singapore, was meant to be completed by 2024. Milestones in the project have been missed, said Mr Khaw, adding that Malaysia has repeatedly delayed confirmation of its joint venture partner. According to the bilateral agreement signed in January 2018, a joint venture company comprising Singapore’s SMRT and Malaysia’s Prasarana Malaysia should have been constituted by Jun 30 last year. The joint venture company should also have been appointed as the RTS Link operator (OpCo) through a Concession Agreement (CA) with Singapore's Land Transport Authority (LTA) and the government of Malaysia by Sep 30, 2018. Both milestones were missed. "Over the past few months, Malaysia has indicated that they are considering replacing their JV (joint venture) partner, but has delayed confirming their JV partner – first until September 2018, then until December 2018 and most recently on Dec 28, 2018, Malaysia requested to be given until Feb 28, 2019 to confirm their JV partner," said Mr Khaw. "As a result of these delays, the joint venture company has not even been incorporated to-date, let alone signed the CA. Meanwhile, Malaysia has also unilaterally suspended bilateral discussions to appoint the OpCo since August 2018, pending its confirmation of the Malaysian JV partner." Mr Khaw explained that under the bilateral agreement, if the joint venture company has not been incorporated or appointed as the RTS link operator, then both countries are obliged to jointly call a fair, international and transparent open tender to appoint an operator - unless both governments mutually agree to postpone these deadlines. "In line with the intent of the bilateral agreement, Singapore prepared and sent draft tender documents to Malaysia in November 2018 for their comments," said Mr Khaw. "There is urgency to this as, based on Singapore’s calculations, the open tender needs to be called by Mar 31, 2019 so that, as agreed under the bilateral agreement, the appointed OpCo can procure the Thomson-East Coast Line (TEL) core systems for the RTS Link before these procurement options expire." Malaysia has not responded to the draft tender documents, Mr Khaw said. He added that Singapore remains fully committed to implementing the RTS link, noting that LTA has assembled close to 70 employees and engineers for the project, as well as called civil tenders to construct related infrastructure. There had been uncertainty over the RTS link project in the wake of the Malaysian general election last May, as the new government reviewed agreements signed by the previous administration. While Malaysia decided to defer the KL-Singapore High Speed Rail project, Transport Minister Anthony Loke said that the country remains committed to the RTS project. Mr Khaw said on Monday that Singapore has been "reasonable and flexible" towards Malaysia because it understood its circumstances after the May general elections. "However, missing the agreed deadlines in the bilateral agreement to appoint the OpCo and thereafter failing to engage with Singapore to take steps to jointly call an open tender to appoint the OpCo has serious implications. "The bilateral agreement is an international treaty that is binding on the countries that signed it, regardless of any changes in the government," said Mr Khaw. He added that as a result of these delays, the start of RTS link services will likely be delayed beyond the original target of Dec 31, 2024. "We will continue to take a constructive approach to move the project forward," said Mr Khaw. Lorry driver confirm thought that all his bad karma was saved up for that day. What happened? On 8th June 2023, 1913 hours, a head-on collision took place at the discretionary right turn junction of Woodlands Avenue 7 and 10. Now you might be thinking “Ok, so what? This kind of accident got a lot one what” but the police happened to be there with the most front row seat possible for this show. It seems they were shocked too, as it took a few seconds before the lights blared and they exited their vehicles. The video shows that they started assessing the condition of the drivers, with one of the officers talking on the phone and to the occupants in the car. It doesn't look like the occupants of either vehicle are too injured, as no one was pulled out of their vehicles or required immediate first aid. Traffic resumes a short while after the incident, and the world continues going round. Online chatter The timing is the first thing people made a joke out of, some people also joked about how the police would have reacted if their shift was coming to an end and they saw this play out. I make it sound like a car almost crashed into her but hey, there was certainly a crash. What happened? On 2nd May 2023 at Woodlands Ring Road, a cyclist crashed into a motorcyclist turning right to enter a car park. Bro was zooming. If he did brake he might want to check the brakes work properly. There was no sign of jerking and it was a smooth ride to hit the motorcyclist. This led to the cyclist coming off his bike and tumbling onto the motorcyclist, who was knocked down in turn. Both parties were able to get up, although there is no audio to determine what words they exchanged afterwards. However, the star of the show to me was the runner when all this unfolded just to her right. The camera footage is too blurry to tell if she turned her head or not but I assume a bike and motorcycle knocking into each other would make a fair bit of noise. However, she remained unfazed, and continued running at a steady rhythm. If she was wearing an earpiece I want to know what model because the noise cancelling on that must be insane. Online chatter People noted the runner continuing on her way, with some wondering if she knew what was going on at all. I would make a self driving joke but I’ve been told I can’t if I have no evidence. Roll the clip! What happened? A Tesla Model Y was spotted causing a massive jam at Woodlands Checkpoint because it’s at the motorcycle lane. The footage of the video is short but it shows that someone is behind the wheel so… What is going on? How did it come to this? Besides that we can see the sea of motorcycles waiting behind the tesla, as well as a picture showing that the Tesla might have been able to cross the checkpoint despite the incorrect lane. Fatal accident at Woodlands: Van hits baby stroller with a child inside

A van hit a child in a baby stroller today at a carpark in Woodlands St 32, resulting in the death of the child and injuries for their brother and mother. What happened? It is believed that the mother was beside the red taxi shown in the video, pushing the stroller out of the carpark. A loud bang was heard when the van hit the stroller, and onlookers rushed to help. An ambulance was called immediately but to no avail as the child had already passed away. The mother was seen screaming and crying in despair. The child’s brother was in a similarly distraught state, jumping up and down helplessly. With the widespread use of the dash cam, you will certainly come across negatively-associated incidents on social media platforms now more than ever. Compared to negatively-associated incidents, commendable acts often go unreported and are less likely to surface online. Well, not for this commendable act: What Happened? As usual, there was heavy traffic along Woodlands Avenue 12 towards Gambas since it was the peak hour. Just then, a motorcyclist gradually filtered from lane 1 to lane 2 before lane-splitting between lanes 2 and 3. He continues riding for a distance while lane splitting between lanes 2 and 3 with his left signal indicator still on. Out of the blue, the motorcyclist started veering left and ploughed into the side of a Toyota Wish before losing his balance and falling on the road. At this point, the Toyota driver realised what had happened and performed a selfless act by swerving his car to the left to avoid running over the collapsed motorcyclist. Subsequently, the Toyota driver fully mounts the kerb before crashing head-first into a tree. The collapsed motorcyclist would have had his head run over if not for the Toyota driver's swift reflexes. Kudos to the Toyota driver for his quick thinking and excellent reflexes! This incident was so intense that it kept my eyes peeled on the screen for the entire duration of the video. Watch this attempted hit and run here: What Happened? This incident occurred at Woodlands Avenue 1. While at a red light, a Honda Airwave emerged from behind but could not brake in time. And as a result, he rear-ended a stationary motorcyclist. Another motorcyclist dismounted and came forward to check on the motorcyclist who had just been hit. At this point, a left-turn only arrow flashed and the taxi in front of the cam car drove off, leaving a gap between the cam car and the Honda Airwave. Having spotted the opportunity to flee, the Honda Airwave driver decided to make the run for it. The cam car driver sounded and honked to alert both motorcyclists about it in response. You could tell how nervous the cam car driver was - he managed to honk until his car's honk got stuck (which caused some unnecessary honking throughout the video) and his accidental wiper spray and wipe. Having realised the Honda Airwave was making a run for it, the good Samaritan motorcyclist hopped onto his bike and sped after the Honda driver, revving the hell out of his motorcycle! Apart from the one time I saw an oversized trailer mount a kerb while reversing in Ubi, I have never seen any vehicle mount a kerb. Oh, unless you count learning drivers mounting a kerb during their circuit practice, but that's another story. Watch this absurd video of a Mazda driver mounting a kerb here: What Happened? This incident occurred at the drop-off point at Woodlands North Plaza. A Mazda 3 driver, who also happens to be a Private Hire Driver, accidentally mounted a kerb while exiting the drop-off point. What puzzles me is how he mounted the kerb... From Google Maps, the lane for vehicles to exit the drop-off point is pretty wide. Furthermore, the extent of the kerb mounting was not typical - it was to the extent that his undercarriage was stuck on the kerb! As a result, his car could not move and was stuck on the kerb (If only his car had All-Wheel Drive😆). Subsequently, the driver attempted to dismount from the kerb multiple times, but all he did was further bang up his undercarriage. Well, it doesn't seem like he cares about the car since the Mazda 3 is a rental car to perform his duty as a Private Hire Driver. So, how did the Mazda 3 driver manage to mount the kerb? Simply because of his lack of driving skills, or was he distracted by his mobile phone? You tell me. NGL, I chuckled when I first saw the video. The driver of this Mitsubishi Lancer must be kicking himself right now. I don't like to judge the way that other people drive their vehicles, but when it comes to drivers not exhibiting the most basic fundamentals of driving, it's hard to bite my tongue. In the video, the camcar is carefully driving down the SLE expressway along Woodlands Avenue 12 due to the wet weather. Upon reaching the expressway exit, the driver slows down after he notices the white Audi station wagon doing so as well. All of a sudden, a Mitsubishi Lancer appears out of the blue from the right at an increasingly high speed. Due to the driver's lack of foresight, the car ends up skidding on the wet road and briefly clips the camcar and the white Audi. The driver tries to stay in his lane and ends up hitting the back of a black Toyota Vezel. The force of the impact results in the Vezel hitting the back of a Toyota Altis as well. All in all, 4 vehicles were damaged by the Lancer, with the camcar and the Audi only suffering a few dents. I'm not sure how experienced he is, but I'm pretty sure the Lancer driver can kiss his No Claim Discount (NCD) goodbye after this accident. What is NCD? No Claim Discount (NCD) or No Claim Bonus (NCB) is a discount on a driver's car insurance premium based on how long he has been driving and his existing claims record. As drivers accumulate more years of driving without making a claim, they would be entitled to a discount on the yearly premiums. Given that the driver has been insured with the same company for the past 12 months and does not have any accidents reported or made any claims under his own policy, a cumulative discount will apply whenever he renews his policy with the insurance company. An example of this would be: So if a driver has been accident-free for 5 or more years, he would be entitled to a 50% discount on his yearly premiums. That's a huge discount right there! Unfortunately, the moment a driver gets into an accident, the discount is removed and the premiums for the next year will definitely rise. What if the driver was under the influence of alcohol? If the driver is found to be under the influence by the police, the insurance company will not be paying a single cent. Does this truck driver even have a proper license? There seems to be a high influx of road accidents recently, with a majority of victims being motorcyclists. In this baffling video, a motorcyclist appears to properly form up after noticing the stationary camcar at a traffic junction. Riding in front of a large truck, the biker starts to slow down. To his dismay, the truck behind him fails to brake in time and continues travelling at a high speed. This leads to a series of unfortunate events as the truck hits the motorcyclist, flinging him off his bike before crashing into the stationary camcar. Luckily, the rider manages to avoid his death after the impact as he immediately stands up and throws his hands in a "WTF?" manner. The biker then walks to the front of the road, where the truck supposedly should be. Upon witnessing this shocking accident, other drivers got out of their vehicles to help the motorcyclist and his bike. Truck had a trade plate The video description states that the truck carries a trade plate, which is a temporary number plate for unlicensed vehicles. It is a possibility that the vehicle could be new and have yet to be registered or it's just being brought for testing on the road. An eerily similar incident in Malaysia Many were quick to point out that this accident was eerily similar to one that happened a few days ago in Malaysia. Just like the motorcyclist accident, a tipper truck was unable to stop as it approached a junction filled with stationary vehicles. As a result, a yellow taxi in front of the truck was completely crushed and several other cars were pushed off the road in a serious chain collision. Ever seen one of these foldable bicycles? The guy below probably has not. Now, this might not be very useful information (because it is not allowed) but apparently, our local train's railing can support a non-foldable bicycle. We thought it is an ingenious way to park or store one away. For those who are wondering what on earth is happening, below is an extract replicated from SMRT... "Some of you may have come across a video that is circulating online about a commuter with a bicycle on board a train. At around 7.10pm on 15 Dec, an SMRT staff tried to stop a male commuter with a non-foldable bicycle from entering the train at Woodlands station. The male commuter was uncooperative and forced his way into a north-bound train. The commuter subsequently transferred to a west-bound train at Jurong East station and exited at Pioneer station at about 7.50pm. We have since identified the commuter and made a police report. For the safety and comfort of all commuters, we would like to remind everyone to observe regulations when bringing foldable bicycles and personal mobility devices on board trains and buses." At the junction of North Coast Road and Woodlands Ave 9, this motorcyclist unfortunately did forget what he learned in driving school, seeing as he took off without fully checking if there were any other oncoming vehicles. Thankfully for him, his bike seemed to take the brunt of the impact, even though the rider did go flying in the air a little. He even is able to look up after landing beside the taxi. The taxi also seems to have slowed down just enough before impact. Sometimes, taking those extra few seconds to check for oncoming traffic while making a discretionary turn won't hurt. Especially if your view of oncoming traffic is blocked by a large vehicle. Better late than injured or worst, right? -

The Johor state government has requested RM30 million (S$9.88 million) in funding from the Malaysian federal government for the walkway, said Johor public works, infrastructure and transport committee chairman Mohd Solihan Badri on Sunday (Sep 13). The allocation request earlier this year was doubled from an initial RM15 million after a redesign to include escalators and air-conditioning, he added on the sidelines of the Johor state assembly proceedings at the Sultan Ismail Building. Under the proposal, the walkway will stretch 350m and end at the border with Singapore, said Mohd Solihan. "For Singapore, I’m not sure how long the distance is going to be," he added. It is estimated that hundreds of pedestrians crossed the Causeway daily on foot before Malaysia enforced the Movement Control Order in March to curb the spread of COVID-19. Although no action has been taken by the authorities so far, pedestrians are actually prohibited on the Causeway, according to Mohd Solihan. Mohd Solihan also said that Singapore has shown interest in extending the proposed covered walkway on its side of the Causeway. He said that several officials from the Singapore Consulate-General in Johor Bahru expressed interest in the project at a recent meeting. “They asked for the design of the walkway so that they can submit a proposal to their government to extend the walkway,” added Mohd Solihan.

Tee hoped that the top brass of the respective foreign ministries would work out a mechanism to reopen the border. “Reopening the Causeway and Second Link will enable both countries to recover from the huge social and economic impact of Covid-19, ” he said, adding that all government agencies should gear up with the proper SOP to handle cross-border movement. He expressed confidence that the relationship between Malaysia and Singapore would be better post-Covid-19.Once the border is reopened, he said the state government should move forward with its plans via the setting up of the Johor Investment Company (Jico) in Singapore to spur the state’s economy. Jico, which is scheduled to be opened by end of the year, is expected to be a platform for Johor and Singapore to discuss bilateral issues. It is similar to Singapore’s consul-general’s office in Johor Baru. Meanwhile, Johor Indian Business Association president P. Sivakumar said the closing of the two land crossings had caused much inconvenience to the people and businesses. “Many people are jobless since the border closed on March 18. How long can people survive on loans or borrowing from relatives?” he said. Besides that, Sivakumar said many families had been separated while many students studying in Singapore were also affected. “I have received hundreds of calls from people asking for help. Many people are wage earners who couldn’t cope with the high cost of living in Johor Baru. They are willing to adhere to the SOP that will be implemented as they want to get back to work, ” he said. “Social and economic problems will worsen when the government’s six-month moratorium on bank loans expires, ” he said. Sivakumar suggested that the border be opened in stages for economic activities while tourism or leisure should be in the final phase. “Malaysia’s SOP so far has been effective in controlling the contagion, ” he said. Seems like msia side more keen than sg to open the borders... Hope officials can work out details on how to open borders safely for those who need to work.. Thousands moving in and out at immigration daily.. It will be hard to practice social distancing... By then u won't know if its imported case or community case.. Bolehland will also be quick to call out sg for imported cases even though one may get infected in msia too.. Leisure travel n travel for cheap petrol n food will have to wait

Hi All, Just wanted to share the unfair treatment I received while at ICQ Woodlands yesterday. I arranged to pick up my new passport at ICA, Lavender at 2 PM because my old passport has ran out of pages before expiry. Went down to ICA at around 1:35 PM and got by passport at 1:45 PM. Efficient I must say. Told the counter officer to check on my new passport is OK before I collect them. She did the test in my presence and says that it is ok. After collection, me and my wife decided to head to JB to buy some mooncakes as Mid-Autumn Festival is two weeks from now. Drove up to ICQ, Woodlands and at the counter, I was told by the Officer that he was not able to clear my passport despite several tries. Told to wait and we waited for a good 15 minutes. Ask the officer again and he replied that he was unable to process my passport and to wait for an escort to escort me to the office where they will do the back end processing. Lan Lan, continue waiting and about 10 mins later, another officer came along and ask me to park my car. Of which I did and alighted, he asked for my car keys with both the passports of me and wife already with him. Followed him to a small office of which, there were a group of 3 already there before us. Was told to wait and to get a seat within the office which we again comply. Shortly, my wife ask to go to the washroom but was brushed aside by the officer at the door that we are to wait inside the office and not suppose to go anywhere else. This is when I start to fume up. I walked to the officer and asked if we have committed any crime, if we have not, why are we treated like criminals and deprive of our basic needs. I must admit that I raised my voice slightly. Upon hearing this, another officer intervened and ordered the officer to escort my wife to the rest room. At this point, I asked the Officer again, what is wrong with my passport. I have just collected my passport from ICA and show him my booking appointment slip together with my old passport. I also shared with him that at collection, the counter lady did a check on my new passport and confirm that it is already activated. If the computer systems at ICQ Woodlands cannot process my passport than it is very much an IT issue which is of no fault of mine. Even so, I rendered my co-operation to them fully but why am I and my wife being treated as if we were convicted criminals. He tried explaining to me that it is for security reasons and so on. I replied that I am fully appreciative of their concerns on security and even when my passport cannot be processed, it does not mean that I am a criminal or a terrorist. Even if they classified me as a suspect, they are not supposed to pass judgement on me until the point that I have been proven guilty. The officer subsequently relented and attended to my case first. At the end, we left that office before the group of 3 who have been in the office before we do. But I still buay song because not a single apology was offered despite the inconvenience created. Was really pissed off by this whole episode.
