Don't be happy too early. Petrol is produced from a very complicated process which ordinary people can do by themselves that's why we now lan lan got to buy even if it expensive. If water replaces petrol, someday someone will come out with another complicated process to again suck $$$ out of ordinary people. Maybe some water treatment to make the water suitable to use as fuel or something like that. Then Shell, Mobil all these companies will become treated water sellers instead and cartel continues!
