If you really want to catch the culprit i think first need to make police report then inform the authorities (LTA) you want to view the CCTV.

 

But i dun know they waill entertain you or not and is not an criminal case.

The arrow was already flashing when he made a move. If I give chase when it is totally red, I would have placed other road users and my passenger at risk.
