if a commercial vehicle is reg on year 2000. the COE was then renew in 2007 and the new expiry date is 2017.

for such case, is it still able to extend the COE for 3 more years till 2020 when it expires in 2017?

Twincharged

I wonder why the COE was renewed while there is 3 more years left in it?

Cuz 2007 COE cheap. My family have a few cars renew in 2007 as well. All less than 10k to renew.

Can renew but is five or 10 year period. So end in 2022 or 2027.

But I think commercial vehicle got lifespan though.

Commercial are allow max 20yrs, you have renew for another 10yrs, so 2017 need to scrapped. I believe you took advantage of the low premium and forgone the 3yrs balance in the initial 10yrs. Just wait for a few more years where the bulk of commercial vehicle are due for renewal/scrap, unless the govt decide to play god again.
