The details of the November 2016 first open bidding exercise for Certificates of Entitlement (COEs) are as follows:

Tender opens: Monday, 7 November 2016, 12 noon
Tender closes: Wednesday, 9 November 2016, 4.00 pm
Tender results: Wednesday, 9 November 2016 (Available on the www.onemotoring.com.sg website)

The total quota available for this tender is 4,261 for the following vehicle categories:

NON-TRANSFERABLE CATEGORIES:
Category A: Cars (up to 1600cc & 97kW (130bhp)) => 1,929
Category B: Cars (above 1600cc or 97kW (130bhp)) => 1,347
Category D: Motorcycles => 399

TRANSFERABLE CATEGORIES:
Category C: Goods Vehicles and Buses => 185
Category E: Open Category => 401

I make a quick comparision with last bidding exercise, and surprisingly, only Cat A experienced a more "significant" cut in quota (less 94 COE), while quota for the other categories remain largely untouch or inline with LTA previous announcement on COE quota from Nov 2016 - Jan 2017.

Cat A
Oct 2nd Bidding => 2,023
Nov 1st Bidding => 1,929
Changes => -94 (-4.6%)

Cat B
Oct 2nd Bidding => 1,340
Nov 1st Bidding => 1,347
Changes => +7 (+0.5%)

Cat C
Oct 2nd Bidding => 360
Nov 1st Bidding => 399
Changes => +39 (+10.8%)

Cat D
Oct 2nd Bidding => 188
Nov 1st Bidding => 185
Changes => -3 (-1.6%)

Cat E
Oct 2nd Bidding => 429
Nov 1st Bidding => 401
Changes => -28 (-6.5%)

P/S: There seems to be some issues with tinypic.com, as well as the alternate photo uploading site I am using (the chart cannot be displayed). So I have attached the latest 2015 & 2016 chart via MCF attachment for your reference.

The main factors for a higher COE:

- year end bonus

- expo sales

- coming CNY demand

- follow on demand for the Motor Show

- decreased COE quota

- pent up three week demand

Factors for a lower COE

Market uncertainly

Uber and Grab demand petering out?

My take

55-60k for Cat A and Cat B

60k for open Cat

All upzzzz

Cat A $52K-54K

Cat B $56K-58K

i reckon. . . . . . .

understand from PI, typically +/- range $5k from the last round bidding is the typical fluctuation.

94 cut for Cat A quota, meaning about 47 less per coe round? Actually doesnt make any great difference lo, but ADs say until the coe quota cut like a lot and price will up a lot also? Overall i think coe might go up during the first bid in nov, but subsequent coe bidding then hard to say. Might come down also since economy really not say very good lo. Coe should still hover around $50k +- la.

True also. Even next round coe might not go up, and yet sales people might tell potential buyer faster signed, and existing customer faster top up. If not coe will go up and up and up. Lol.
