SINGAPORE: A serial prank caller who repeatedly made nuisance calls to the police – despite being jailed for the same offence previously – was sentenced to three years' jail on Thursday (Sep 6).

Gurcharan Singh, a 61-year-old cleaner, usually made the 999 calls after drinking alcohol, the court heard.

The latest incidents occurred over two days in June this year, with Singh making two calls on the first day and 15 on the second.

On Jun 10, Singh called the police using a public phone at a void deck in Chai Chee. As the operator could not hear what he was saying, he asked him to call back with another phone.

Singh then told the operator: "You are stupid." When asked what emergency he was calling about, Singh spoke incoherently about immigration and corruption.

He also said: "I put one dynamite to the immigration house." He knew this message to be false, Deputy Public Prosecutor Daphne Lim said.

and this type of hit and run no jail at all.

No jail for driver who hit cyclist and didn't stop

20101119.112327_treebranchdriver.jpg

SHE was fined $800 for failing to help a cyclist she had hit.

The prosecution appealed to the High Court, asking for the driver, Cleopatra Wong Yuin Ping, 30, to be given a jail term instead.

But Judge of Appeal Chao Hick Tin dismissed the appeal.

Wong had earlier said that when she heard the impact, she thought it was a rotten tree branch that had fallen on the car.

Deputy Public Prosecutor Christopher Ong said yesterday that imprisonment "was the norm" for those who had failed to render assistance after an accident.

DPP Ong had argued that her fine for that charge was inadequate and that the District Judge should have given her a jail term.

He pointed out that in previous similar cases, the sentences have been generally a few weeks' imprisonment.

She thought cyclist was a tree branch

In addition, Wong's claim about how she thought the impact had been caused by a falling tree branch was merely her "bare assertions".

But Justice Chao noted that when the case was heard in the District Court, the prosecutor at that time had not raised any objections to Wong's mitigation plea or challenged her assertions.

Quit teaching

Wong was a teacher at the time of the accident but she has since quit.

She was driving her father's Lexus ES300 when she rammed into a cyclist along Holland Road around 5.15am on Oct 19, 2008.

The impact caused the cyclist, Mr Muhammad Asri Aris, 19, to be flung onto the windscreen before landing on the left side of the road. The windscreen was cracked as a result.

Wong heard a bang and looked in that direction. But thinking that it was a rotten tree branch that had fallen, she did not stop and continued driving home.

She was also unaware that the victim's bicycle was stuck in the undercarriage of the car.

The bicycle was dragged for about 2km, until the junction of Holland Road and Leedon Road, before it was dislodged.

Mr Muhammad Asri was warded for two days with a fractured left shoulder, a cut on his forehead and multiple abrasions.

He was also given medical leave for about a month.

Wong had earlier gone to Zouk to look for her cousin, who had not returned home. Her cousin was staying with her family then.

In her mitigation, Wong said that she heard some sounds at the rear but because the sound-proofing of the Lexus was so good, she thought that the sounds were caused by the tree branch.

In sentencing Wong in August, the District Judge had said it was possible that the shadows from the canopy of trees would have had an impact on Wong's line of sight, resulting in her mistaken assumption about the "object" that struck her windscreen.

Wong had said that she was travelling at 60kmh at the time.

Dents

When Wong reached her home at Ming Teck Park, off Sixth Avenue, she noticed some dents and scratches on the left front bumper.

But she felt no urgency to report the incident and went to bed.

The police went to her home and towed the car away before 8am the same day.

Wong's brother called them later and was told by an officer to ask the driver to contact him. Wong then called the officer immediately.

Wong pleaded guilty to one charge each of inconsiderate driving, failing to stop after an accident and failing to render assistance after an accident. The prosecution appealed only the last charge.

She was fined a total of $2,400 - $800 for each charge - and disqualified from driving for a year.

Yesterday, Wong, who was accompanied by five friends and relatives, was visibly relieved and all smiles after the appeal was thrown out. She declined to be interviewed.

Wong had resigned after six years of teaching to look after her son, who was born in December last year.

For failing to render assistance after an accident, she could have been jailed 12 months or fined $

Police called in after two men allegedly argue over seat at VivoCity cafe

Two men allegedly argued over a seat at VivoCity's Ya Kun Kaya Toast on Oct 25 at 3.45pm, and one of them ended up calling the police.

Stomper Chan was with his friend at the cafe for lunch when he witnessed the incident.

The place was relatively empty and there were many seats around.

About five minutes after Chan arrived, he noticed a man enter the cafe to meet a woman who was already seated.

They were seated facing each other at a four-seater table and had not ordered anything.

Chan said that the man and woman were having a conversation for about 10 minutes, when another man in glasses arrived.

He sat next to the woman and asked the other man to leave.

According to Chan, the man who was first there said that he did not know why he had to leave.

The man in glasses insisted on taking the other man's seat.

Throughout the argument, Chan said that the woman remained silent.

A few minutes later, staff of the cafe tried to break up the argument and suggested they sit at separate tables, but to no avail.

Chan said: "The man who was there first refused to move and pointed out that there were many other seats in the cafe.

"However, the man in glasses did not want to move and decided to call the police over this small issue."

The police arrived and the argument was broken up.

Chan and his friend left the cafe and did not know what happened after.

"I mean it is really quite silly to be calling the police over this small matter. One of them should have just moved to the many other seats in the cafe," he added.

those ppl up there brain fill with grass.

I won't comment on the pmd sentence because I don't really have an opinion if it's too severe but maybe you underestimate the severity of a prank call?

Imagine if you cannot get through to the police cos the phone is tied up with prank callers? It's serious.

You might day one prank caller how much harm can he do but if there is no severe penalty, what if it's 10 prank callers? Or more? Don't underestimate the bo liaoness of people. Don't forget if you don't penalise this serial prank caller, you will have problems penalising the next serial caller as well as as precedence is set.

PMD buang people there should be fined. Not sure about jail term unless otherwise factors are involved like someone seriously injured or died. But we can see the harm done. Prank calls we cannot see the harm done until the day we need emergency help and we cannot get through and even then it's not like the police will tell you we missed x number of calls because of Prank calls so we won't know and maybe that's why the severity of it is underestimated.

Two cents. Peace.
