Accord Euro R Takata Airbag Recall

Hi.. Euror owners here. I Received Takata airbag recall letter from Jack Cars in november last year. Some background info. got this car about 1 year ago from direct owner off sgcarmart. this car is 10 years old. coe renewed last november. am unfamiliar with this as i am a first time car owner so pls pardon me if i ask some stupid questions or "common sense" ones. 

 

 

 

According to the Australian Government, the risk of a defective Takata airbag rupturing may arise between 6 and 25 years after it is installed in a vehicle. In areas of high heat and humidity, the risk of rupture may arise between 6 and 9 years.

 

if really so dangerous why did the recall took 10 years? some eurors already scrapped also.  part recall is it something that happens frequently? usually after letter sent from agent/dealer, how long will it take to change the defective part? and whats the ddowntime? thanks in advance.
