This is the last bidding to get the new cars delivered before cny so dealers mus die die get coe for clients I think unless the dealers sign clearly that they will deliver to you before CNY then they will die die to bid high for the COE. Normally I think they have some kinds like 6 time COE bidding, and some agents even delayed the delivery of the car till Apr-May-Jun. So for ths time, I think COE will rise to 27-28k only.
