Toyota starlet XL should be older than EP80. ( Piston Jam )

Hi guys,

 

I have a friend who is driving starlet XL his piston is jam and found spark plugs is wet.

Problems is when driving 2nd gear and 4th gear no power and drag to 3k rpm also useless.

Any ideas what could be the fault?
