When I called to check, two SE said this is the price for guaranteed COE with 6 bids. Another SE told me this is the price for non-guaranteed COE (top-up needed if eventual COE is higher than the rebate of $8,500); for guaranteed COE, there is additional $1K. This last SE added that this should be on the pricelist of the AD. So..... WHO is telling the truth???
