Does wider/narrower tires induce over/understeer characteristrics ?

I'm thinking of changing from 18" to 17" on my people-mover for comfort reasons (less noise), however when i initially upgraded, I felt that turning radius was sharper with the 18" upgrade - i'm not sure if its entirely new to the wider 18" tires or better quality ones (18" high performance vs comfort GR30 on the 17").

Possible to downgrade from 18" to 17" and keep current over/understeer characteristics ?

Not easy unless you find 17-inch tyres with very hard sidewall that doesn't flex as much as normal tyres during cornering. I think you can try Falken, Continental and Michellin tyres.

Low profile (low offset) tyres give better handling because they don't flex a lot but the compromise is ride quality - you'll feel every bump and road irregularities because they are almost as hard as rock (made worse if you overinflate). Conversely, high-profile (high offset) tyres give good ride quality as they allow more flexing to absorb movements and vibrations caused by your wheels going over humps and stuff. This is the reason why most stock tyres fitted by manufacturers to mainstream cars have high offset values.
