Just want to check with any experts here if agents or PIs are still adopting the method of buying scrap paper to register a new car? If yes, is the advantage only taxes being offset (henceforth car dealers get more profits)? Will it have any effect on the new car owner? Was looking through the documents in registering a new car, and did not come across the scrap paper being required to register a new car being mandatory. Reason for asking is because I have been waiting for my ride which is already out from the port but the car dealer kept telling me that they cannot register my car yet because they are looking for scrap paper.
