I don't think its a photo effect. I think it looks real but it looks to me like the paint is really reflective like a mirror. Somebody did a good job though because that's really shiney. Nice photo.

I believe some photo editing was done to the photo. If you look at the right side of the photo, almost everything looks black and white, which is quite unusual how a workshop will look like. Also the blue tone on the BMW logo does not look natural too. Just my 2 cents worth of opinion .
