Change brakpads/tighten handbrake + Bumpy ride

Yo all,

 

1)Where's a good place in the east to change brakepads and also provide handbrake tightening service? Any to intro?

 

2)Bumpy ride, what could be the cause? Tires coming to 2 years, some uneven-ness, would that be the cause? or maybe other components such as suspension?
