    Let's just use petrol prices to control car usage and congestion in Singapore. Forget about satelites and tracking devices. Simple solutions to simple problems. $5 per litre of petrol will set many drivers thinking when they go for a joy ride or choose to drive to work rather than taking public transport. Government will play the "robinhood" handing out monthly petrol rebates to our needies e.g. family man with many mouths to feed, handicapped, operation/outdoor salesman, tuition errand runs, hospital runs, etc. Petrol rebates will be funded from the petrol taxes that the government collects.
