Help me Understand... COE Rebate

Recently purchase a new car from AD.

COE secured, now pending car registration.

Yesterday, I received letters from LTA informing that some COE Rebate has been transfer to me.

My SE told me it's normal, not to worry too much. However not much explanation...

 

Can someone explain in layman term what's going on? I'm sure the COE Rebate is been use to offset my car purchase.

So is this one way that car dealers are making money? By buying in COE Rebate at discount, than transfer to other new car buyers.

Thus pocketing whatever difference?

Yes. They buy the rebate from outside at a discount, then use on yours.
