Booting up Windows problem

Clutched

I am experiencing this failure; whenever I am cold booting up my Window, it got hang up on POST. I got to switch off the power and switch it on. Then my Window is able to successfully launch.

 

I had my mobo(MSI Neo 2 FR)checked and got a replacement and my whole set of 4Gb DRAMS changed too. The only thing have not is the PSU.
