MTA submits suggestions to improve COE system

There were more categories previously.. i think small cars of <1L was a category... but due to low demand for such cat, the price of these coe dropped very low and hence, the categories were combined into <1.6L and >1.6L.. ultimately.. it's the money that matters...

Exactly!

Why must LTA deprive those who just want to buy 1L car of the low COE? 1L cars are small and take up less road space ie contribute less to road congestion. Yet they are marginalised and have to compete with 1.6L cars for COE..... are the elites for the people or just for the selected people and ignore the buyers who contribute less to road congestion?............ Majulah Singapura :D

I understand this..but giving way is something which cannot be forced upon the masses, and it speaks volume abt the mentality of the drivers..and of course anticipating traffic ahead

doesnt the 3 points+ 120 bucks scare would be emergency vehicles blockers?

COE system is implemented in order to ease the traffic congestion.

However, this method does not work.

Even the COE is reduced, there will be traffic jam too.

The best way to ease traffic congestion is to improve road planning.

Eg: wider the road, create more alternative route, etc.

Other countries provide good road systems for their people without COE/ERP etc to extract money from the people.... sgp has COE/ERP etc but the road systems is not better than other similar places (eg HK)..... at best, LTA is struggling to react to road congestion problems instead of anticipating the problems (eg traffic congestions due to ill-managed influx of people into tiny sgp).... LTA, MND, Immigration etc etc better wake up and work harder to co-ordinate their planning instead of right-hand-dont-know-what-left-hand-is-doing.....

My suggestion, charge nominal road tax based on dimensions/size of vehicle, COE only pay 1-time no need renew what 10yr BS. Everytime u drive, ERP are $10 a pop outside CBD, $30 inside CBD. Commercial vehicles get grace period (20mins) to do deliveries inside CBD, if not get charged ERP also. Outside parliament house erect gantry is $150 one shot/1 hr since its peanuts to them.

You have my support. Car ownership is not the real culprits causing traffic congestions, but the lack of proper road system and heavy use of roads are the real culprits. Your suggestions address these root causes spot-on!! [:)] ........ (parking charges can be tweaked also)

The nett combined cost of car ownership (A) and road usage (B) can remain the same as the existing sum but increase future (B) and reduce future (A) to make A+B=same as today (ie remain stable ie constant).

A incluces COE/ARF/Rdtx etc, B includes ERP/parkingfees etc....

ERP/parking for weekends/pubholidays can be lowered to encourage family activities... so families can enjoy cheaper car and if they only use it on weekends/holidays they wont have to pay high charges for ERP/parking...... same for off peak hours after 8pm on wkdays

(except parliment house gantry: $1500 one shot per hour as this is still peanuts to them....)

But then hor, if suddenly Singaporean become very productive... then we will have too many cars. [laugh]

gahmen floods the tiny sgp with FT becos locals are not productive enough..... so if they become productive, no need to have FT floods..... not bad isnt it?

I have an alternative proposal to offer.

It can also tell of LTA is sticking to the current COE scheme and rejecting all other proposals as it is the cashcow.

The monthly COE allocation quota remains unchanged.

Abolish the current bidding system based on cash. LTA will set up a online registration database for interested car buyers to register their intention to purchase a vehicle. The new COE system will be seperated into 3 groups - Group 1 - on a queue system based on first come first serve, Group 2 - lottery (aka lucky draw) and Group 3 - for those who are thinking of buring their money and can't wait, they can continue bidding using the current system. The allocation could be 80%, 10% and 10% resepectively. Buyers can move between the groups by paying an administrative fee.

To prevent abuse, on registration the buyer would have to pay a non-refundable $10k cash and this amount will be deducted from government taxes. If the buyer decides to pull out before getting his COE, the amount is confiscated. Each successful allocation will be valid for 3 months to register for a vehicle. The AD will enter the purchase details into the same database and if the vehicle got delayed arriving on our shores, LTA can grant a further extension. All government taxes must be paid for in cash. Only the vehicle portion can be loaned.

This is no different from the current COE system, except that there won't be a large movement of COE prices. The same number of vehicles will still be on the roads as determined.

LTA/gov will not earn a crazy amount from a single piece of paper. The gov will continue earning from the current vehicle taxes, including petrol, carpark, fines, ERP ... etc

Let's see if the transport minister or LTA is game enough to implement it. This is also in-line with the PM's speech of helping people to own cars.

This sounds good! ..... hope other bros can help analyse it to see if there's any "gaps" and plug them.... thanks for sharing your ideas [thumbsup]

Can someone do an online Petition to ban dealer manipulation of COE & proxy bidding? I will 100% sign up! if we can get 10000 signatures we can do something!

Your petition idea is a good one (at least give it a try/go) even though many will doubt if the LTA will respond to it. Why? ---> it's obvious to everyone including LTA for years that ADs are profiteering through the COE bidding systemyet LTA has not done anything much to stop such profiteering.... for what reason we can only 'guess'.... and no price for gussing it right

MTA, quit acting macam so noble laa... All these funny ideas only started coming in when COE skyrocketted.... Why didn't petition to make taxi on separate quota when COE is cheap leh? So what even if taxi is taken off. It will only drive down the price temporarily only.... After a few round also will go up again.... LPPL, but of course, Motor traders will get a short reprieve.... Next will ask OPC cars to be separate also.... Hahaha

wahhh... so many creative idea...maybe i can contribute by 2 cents worth of tot..

since gov wanted to promote the couples to give birth. they should tie this with COE as well... 1 stone kill 2 bird, can promote birth rate yet dont need to pay money... for example, must marry b4 can buy a car aka join the COE bidding.

If got 1 child, can have 30% COE rebate for the car purchase, once every 10 yr. got 2 child, 50% COE rebate every 5 yrs. 3 child? 70% rebate every 3 yrs. if got 4th child, every year give 1 COE free. Anything from 4th onwards, additional 1 COE every year... (eg, those with 4 kids can get 2 free COE yearly).

The family with too much COE, can always sell to market n make some money for milk powder...

if like that, sure birth rate shoot up by many many percents lol....

If that happen, many will look for those who have children and do not intend/can afford to buy car ones to borrow their name to buy car liao....

I agree with LTA that MTA proposals are just plain rubbish bec it only favor the ADs.

ADs which had extended their used market franchise are sustaining their presence like PML with their PPSL. By using PPSL to certified used bmw cars and still charge a premium on it, they are effectively increasing another 20% on the same car which they had sell before without too much cash outlay.

Hence AD like this will definitely survive and put additional pressure on used car dealers. So if you want to buy good quality used car, go back to AD. This will be the new game.

Look at PA, C&C... they have their used car prospering!

Last week go PPSL, all the bmw macham vanish from show room.
