Also, if a student has registered in Woodlands, the driving test must be taken there too? Can't take it at, say, Ubi?

For your question, Yes

 

You need a private instructor? then you cannot be a student at the driving centre, you have to register as a private.

 

Not sure which MRT station nearer to Woodlands Driving Centre, but Im sure you can find some advertising around that station, example you can see a lot of car advertising at Eunos MRT. Good Luck
