Then what is the reason why they cannot have windows open inwards? [:/]

Windows open inwards take up space in the room. Window open outwards, make cleaning the side facing the outside hard, as you can only do it from the outside, result in many death in Singapore, when maids try to clean the exterior.

From a safety point of view, windows opening outside is also more dangerous (if without metal frame), if the window is open inward, the window shut when you push against it, if windows open outside, you fall from the window, if you accidentally lean on an open one.

Windows that open inwards are common in many European countries, & as you need the windows to be more often close than open (due to colder climate), opening inwards isn't much of an issue, normally a little bit is enough for ventilation.

In Asian Countries, we lived in apartments, so space is limited, & usually very warm most time of the year, so you need the window to be open as huge as possible, & an inward opening window fully open is not much safer. But for normally air conditioned home, its not an issue, but double or triple glazed windows (windows with air layers between) can help save heat/cold lost over the windows ( & is a requirement in some countries for external windows), since glass is a good conductor, hence poor insulator. Which is also why in traditionally olden houses in North of Europe, the windows are always very small & limited.

Not just windows using this concept, some doors too in the old days.

Known as the dutch doors, although not a sliding kind.

You must live in places when getting a break in is near to 0%, obviously not in America.

I guess this design is good for validation without letting stray animals in.

This type not bad leh.....can open either top or bottom.....

like what CRUZ mentioned, its good for those flats along the common corridor.

you can keep the bottom panels closed for privacy but keep the top opened for ventilation.

Obviously.

Top side open usually when occupants are inside, and perhaps -though seem unlikely- is applicable to most HDB wooden door. No worries of break in with main gate locked. ^_^
