OPC does not solve the problem of congestion even if ppl convert to it. It's pretty simple. As of now, after 7pm daily, OPC users can drive. Problem is that's also the time of heavy congestion. An off-peak car should only be used in the off-peak hours. The fact ERP is turned on till 8pm in city area says it all! What are our peak hours? I assume it's from 7 to 10am in the morning and 5 to 8pm in the evening. OPC should not be allowed to drive during those times. But between that, it actually doesn't add to the congestion at all. LTA needs to redefine the off-peak hours for off-peak cars as right now, the hours are not really off-peak right?
