Ok propaganda or not, I figure while you maybe the best ROI on paper to your parents', if you don't even bother to see them, there'll be a chip on their shoulders. Love & attention are intangibles. ROI cannot describe it as it is an art not a science. I think that was the drift of the propaganda.
