"Don't Get burned" lorries.

Recently i saw a few lorries going around S'pore with "Don't get burned" label all around it[tell people not to smoke no paid duties cigerettes],it is understood these lorries are empty,they are wasting resources[pollution],& taxpayers $$$..i wonder why Health Promotion board & customs waste this type of $$$.?

In the same way bus lanes are mostly empty during peak hours...
