Most road hoggers are either nerd, or elderly. They are lazy bunch which thinks changing lanes constantly is a hassle. Blame on those 60 70 speed limit vehicle as well, if they go back to the 3rd lane after overtaking, maybe those lazy bunch will hit back to 2nd lane.
