In the US Auto trainers can only renew their certificates unless they pass a 100 question objective test paper. The purpose of this simple test is to make sure the trainers are up todate with the latest specialty hand and diagnostic tools avaliable in the market, new method of repair and service and new materials available and off course new engine design and term used.

Similarly in Singapore , I understand, all medical doctors and pharmacists must attend certain sessions of lectures/yr and also take a objective test before they can renew their certificates.

I do some specialty job here and can't find the right tools.
