So... therefore... No backseat, no accident.... so no children!! So the problem of low birth rate in S'pore is due to limited no of backseats ... which is available in cars.... which is limited by COE!!! So if the gov't wants to raise the birth rate.... give out more COE.... more cars..... more backseats..... which allows for more "accidents"... that cause children!! [laugh][laugh]
